Pursuant to Article 22 of the Regulations on the Management of lower secondary school diplomas, upper secondary school diplomas, intermediate pedagogical diplomas, college pedagogical diplomas, higher education diplomas, and national education system certificates (Hereinafter referred to as the Regulations) issued together with Circular 21/2019/TT-BGDDT, persons granted diplomas and certificates have the right to request amendments in the following cases:
- Authorized bodies decide to change or correct civil status;
- Re-determination of ethnicity or gender;
- Supplement to or adjustment of civil status;
- Late or re-registration of birth.

What are procedures for amending the content of diplomas and certificates in Vietnam?
Pursuant to Article 23 of the Regulations issued together with Circular 21/2019/TT-BGDDT, the procedures for amending the content of diplomas and certificates in Vietnam are as follows:
Step 1: The requester for the amendment of the content of diplomas, certificates shall submit directly or send by post 01 (one) set of documents to the authority responsible for amending the content of the diplomas, certificates.
The amendment request dossier includes:
- Amendment request form for the diploma/certificate content;- Diploma, certificate requested for amendment; (1)
- Extract or decision on the change or correction of civil status, re-determination of ethnicity, re-determination of gender for the case of amending the diploma/certificate due to change or correction of civil status, re-determination of ethnicity, re-determination of gender; (2)
- Birth certificate for the case of amending the content of the diploma/certificate due to addition to civil status, adjustment of civil status, re-registration of birth, late registration of birth; (3)
- Identity card, citizen identification card, passport or other legal personal identification with a photo of the person granted the diploma/certificate. (4)
The information recorded in these documents must be consistent with the amendment request for the diploma/certificate content.
Documents in the amendment request dossier for the diploma/certificate content as stipulated in (1), (2), (3), (4) include copies from the original register or certified copies from the original.
* In the case where the documents in the amendment request dossier for the diploma/certificate content as stipulated in (1), (2), (3), (4) are not certified copies, the person requesting the amendment of the diploma/certificate must present the originals to the dossier receiver for comparison. The dossier receiver must sign the confirmation, note their full name on the copies, and take responsibility for the accuracy of the copies compared to the originals.
Step 2: Within 05 working days from the receipt of a complete and valid dossier, the authority responsible for amending the content of the diploma/certificate shall review and decide on the amendment; if no amendment is made, a written explanation must be provided stating the reason;
The amendment to the content of the diploma/certificate is to be made by an amendment decision; not directly on the diploma/certificate. The amendment decision must be retained in the dossier for the issuance of diplomas and certificates.
Step 3: Based on the amendment decision, the authority responsible for issuing diplomas and certificates shall fully record information about the diplomas, certificates, and the amended contents thereof in the appendix of the original register of diplomas and certificates.

In the case where the authorized agency for issuing diplomas and certificates has merged, split, separated, or dissolved, the person authorized to decide on amending the content of diplomas and certificates is the head of the agency currently managing the original register of diplomas and certificates.
Thus, the head of the agency that issued and is managing the original register of diplomas and certificates has the authority to decide on amending the content of diplomas and certificates.
In cases where the authorized agency for issuing diplomas and certificates has merged, split, separated, or dissolved, the person authorized to decide on amending the content of diplomas and certificates is the head of the agency currently managing the original register of diplomas and certificates.
What are the main contents of the amendment decision for diplomas and certificates in Vietnam?
Pursuant to Clause 1, Article 24 of the Regulations issued together with Circular 21/2019/TT-BGDDT, the amendment decision for diplomas and certificates includes the following main contents:
- Full name, middle name, and given name; date of birth of the individual possessing the diploma/certificate (as recorded in the issued diploma/certificate)
;- Name, code number, date of issuance of the diploma/certificate;
- Amended content;
- Reason for amendment;
- Effective date and enforcement responsibility of the decision.
