Tasks and Powers

The Ministry of Education and Training performs the tasks and powers according to the provisions of Decree No. 123/2016/ND-CP dated September 1, 2016, of the Government of Vietnam, specifying the functions, tasks, powers, and organizational structure of ministries and equivalent governmental agencies, and Decree No. 101/2020/ND-CP dated August 28, 2020, of the Government of Vietnam, amending and supplementing several articles of Decree No. 123/2016/ND-CP and the following specific tasks and powers:

3. Regarding educational objectives, programs, and content:

a) Guide and organize the implementation of educational objectives appropriate to each level and training qualification within the national education system under the state management of the ministry;

b) Issue the preschool education program; stipulate standards, and procedures for compilation and revision of the preschool education program;

c) Issue the general education program; prescribe the standards, and procedures for compilation and revision of the general education program; specify the volume of upper secondary school cultural knowledge for students with lower secondary school diplomas studying at the intermediate level in vocational education institutions;

d) Specify the continuous education program;

dd) Regulate the development, appraisal, and issuance of higher education and teacher training college programs; issue the statistical directory of higher education training disciplines;

e) Issue pre-university preparatory programs.

Thus, according to the regulations, the Ministry of Education and Training is the authority competent to issue the preschool education program.

a) Organize and direct the implementation of educational statistics; collect, aggregate, analyze, manage, store, and publish educational statistical information; develop and issue a system of statistical indicators and policies for statistical reporting in the education sector;

b) Construct the database of the education sector; perform data connection and sharing according to the provisions of the law.

What are the standards of the preschool education program in Vietnam?

Based on Article 4 of Circular 49/2020/TT-BGDDT, the preschool education program has the following standards:

- The perspective of compiling the preschool education program is carried out according to the provisions of the Education Law 2019 and the Communist Party's and State's directives on innovating the preschool education program.

- The objectives of the preschool education program must ensure the comprehensive development of preschool children in terms of physical, emotional, intellectual, aesthetic, and linguistic aspects, forming the first elements of personality, and preparing children for first grade.

- The content of the preschool education program must ensure the core nature, applicable to all children while providing opportunities for children to access educational content that meets diverse educational needs, in accordance with the conditions and socio-economic development of localities and schools to enhance educational quality; ensure the realization of preschool education objectives; without social prejudices about gender, ethnicity, religion, occupation, age, social status; and appropriate to the psychological development of children.

- Methods of care, nurturing, and education in nurseries must create favorable conditions for children to engage actively in activities, play, and emotional interactions with adults; stimulate the development of senses, emotions, and psychological functions; in kindergartens, conditions must be provided for children to play, experience, explore the surrounding environment through various forms, meeting the needs and interests of children.

- The requirements children need to achieve at the end of each age period must concretize the program's objectives, ensuring scientific accuracy, and suitability with children's psychological development.

- The duration of the preschool education program must be designed in accordance with the economic, cultural, and social conditions of Vietnam.

- The preschool education program must have orientations for educational activities, forms of organizing educational activities, educational environments, and assessment of children's development.

- The preschool education program must have requirements for ensuring the quality implementation conditions of the preschool education program, including: school organization and management; managerial staff, teachers, and employees; educational facilities, equipment, educational toys, teaching materials, documents; coordination between preschool education institutions and families and communities.

- Provisions on developing school education programs associated with the culture and practical conditions of preschool education institutions and localities.

- Key terms (if any) are explained; the format, and presentation techniques must comply with current regulations.
