1. National Defense and Security Education in upper secondary schools, professional secondary schools, and vocational secondary schools is a core subject.
2. Ensure that students have basic understanding of the all-people national defense, people's security; the tradition of national resistance against foreign invaders, the people's armed forces, and Vietnamese military art; possess basic knowledge and necessary skills in civil defense and military; ready to fulfill military duty to protect the nation.
3. Organize teaching and learning according to distributed programs. During the academic year, based on specific conditions, cooperate with relevant agencies, organizations, and units to organize extracurricular activities for students with appropriate content and forms.
Additionally, under Article 10 of the Law on National Defense and Security Education 2013 for primary and lower secondary schools; Article 12 of the Law on National Defense and Security Education 2013 for vocational colleges and higher education institutions; Article 13 of the Law on National Defense and Security Education 2013 for schools of state agencies, political organizations, political-social organizations

The National Defense and Security Education subject contributes to forming and developing students' key traits and general competencies at levels suitable to the subject and educational stage, as stipulated in the General Education Program issued by the Minister of Education and Training.

According to Section 6 of the curriculum issued with Circular 46/2020/TT-BGDDT, the general orientation of the educational methods for the National Defense and Security Education subject at the upper secondary level is as follows:
The National Defense and Security Education curriculum is developed on the basis of the following perspectives:
1. Heritage and modernity
The curriculum is built on the perspectives, policies, and directives of the Communist Party of Vietnam, State laws concerning the Strategy for Protecting the Socialist Republic of Vietnam. It is based on theoretical and practical foundations of historical experiences in national defense and the military art of Vietnam while updating achievements in modern military science and military pedagogy.
2. Development of traits, general, and specific competencies
The curriculum clearly identifies the traits and competencies to be formed and developed in students through the subject: on one hand, grounded in requirements for said traits and competencies to select educational content; on the other hand, the curriculum fosters and develops essential traits and core competencies in students through guiding them to absorb and apply subject content in practice.
3. Practicum and practicality
The curriculum identifies practice, training, and application as important content, as well as a practical and effective method for developing students' traits and competencies. This content emphasizes applying national defense, security knowledge, and application skills in practice to contribute to developing specific competencies for the subject of National Defense and Security Education.
4. National and humanitarian spirit
Helps students correctly understand patriotism, national spirit, humanity, and national solidarity in the process of building and defending the country; the international solidarity spirit; contributes to developing human values, community spirit towards values of tolerance, kindness, respect, peace, harmony, cooperation, and for social progress and development.
5. Openness and continuity
Based on ensuring content according to unified themes nationwide, a certain amount of time is allocated for schools to guide students to explore issues of defense, security, and local traditions and military arts, building an educational plan suitable to local conditions.
The subject program and lesson arrangement ensure continuity to supplement knowledge from grade 10 through grade 12, meeting the requirements of teaching National Defense and Security Education in upper secondary schools, adapted to cognitive levels, physical development, and subject characteristics.
