Where are the latest working regulations for vocational education teachers in Vietnam?
The Minister of Labor, Invalids, and Social Affairs regulates the current working policies for vocational education teachers at Circular 07/2017/TT-BLDTBXH, which stipulates the working policies for vocational education teachers.
In which, the scope and subjects of application are specified in Article 1 of Circular 07/2017/TT-BLDTBXH, amended by Clause 1, Article 2 of Circular 28/2022/TT-BLDTBXH as follows:
- This Circular stipulates the working policies for vocational education teachers teaching in vocational education institutions, vocational education and training centers, and continuous education centers.
- This Circular applies to vocational education teachers, public employees managing, and public employees participating in teaching at the college, intermediate, primary levels and other vocational training programs specified in points a, b, c, d of Clause 1, Article 40 of Vocational Education Law 2014 (hereinafter referred to as other vocational training programs) in vocational education institutions, vocational education and training centers, continuous education centers; relevant agencies, organizations, and individuals.
- This Circular does not apply to teachers teaching the group of teacher training subjects under the state management of the Ministry of Education and Training; teachers currently teaching at colleges, intermediate schools specified in Circular 96/2017/TT-BQP (Document invalid and replaced by Circular 188/2021/TT-BQP).

How many working hours does a teacher teach at the intermediate schools in Vietnam in an academic year?
According to Article 5 of Circular 07/2017/TT-BLDTBXH, amended by Clause 5, Article 2 of Circular 28/2022/TT-BLDTBXH, the teaching hours norm for vocational education teachers teaching at the college level is stipulated as follows:
- The teaching hours norm for teachers in an academic year: From 350 to 450 working hour norms for teachers teaching at the college level; from 400 to 510 working hour norms for teachers teaching at the intermediate schools.
The principal or director of vocational education institutions, vocational education and training centers, and continuous education centers, based on the actual situation and characteristics of each training industry or profession, will decide the teaching hours norm and minimum hours that teachers must teach appropriately in the academic year.
- The teaching hours norm for teachers teaching general subjects in an academic year is 450 working hour norms for teachers at the college level; 510 working hour norms for teachers at the intermediate schools.
- The teaching hours norm for teachers teaching general culture subjects in vocational education and training centers follows the regulations of the Ministry of Education and Training on working policies for general education teachers.
- The teaching hours norm for teachers participating in teaching multiple levels of education in an academic year is converted and applied according to the teaching hours norm at the highest level.
The principal or director of vocational education and training centers will regulate the conversion coefficient of working hour norms for lower levels to calculate the standard hour norm in an academic year for teachers, appropriate to the actual situation and characteristics of each training industry or profession.
- The teaching hours norm for public employees managing and those holding the title of lecturer or vocational education teachers is regulated as follows:
+ Chairperson of the school council, principal: 8% of the teaching hours norm/year;
+ Vice principal: 10% of the teaching hours norm/year;
+ Department head and equivalent: 14% of the teaching hours norm/year;
+ Deputy department head and equivalent: 18% of the teaching hours norm/year;
+ For other public employees: 20% of the teaching hours norm/year.
- The teaching hours norm for teachers in the Pedagogical Department of vocational education institutions is calculated as the teaching hours norm for teachers at the college level.
- Public employees in other specialized departments who meet the standards for teaching participation can be contracted to teach if needed, based on workload and assigned tasks, by the principal or director of the vocational education and training centers.
Therefore, the standard teaching hours for teachers at the intermediate schools in an academic year range from 400 to 510 hours.
What are duties of teachers at the intermediate schools in Vietnam?
According to Clause 1, Article 3 of Circular 07/2017/TT-BLDTBXH, the duties of teachers at the intermediate schools in their teaching work are as follows:
[1] Preparation for teaching: Preparing lesson plans, developing lecture outlines, and preparing materials and equipment for teaching the assigned modules or subjects;
[2] Teaching the assigned modules or subjects according to the program's plan and regulations;
[3] Evaluating the students' learning outcomes, including: Preparing test questions, supervising tests, and evaluating periodic tests.
