When Will the University Admission Notifications for 2024 in Vietnam Be Released?
Based on Section 3 of the Plan for implementing university admissions and college admissions in Preschool Education for 2024, issued by the Minister of Education and Training attached to Decision 1139/QD-BGDDT in 2024:
"The notice of candidates passing the first round of admissions is no later than 17:00 on August 19, 2024."
Thus, according to the above regulation, candidates should use their issued accounts and log into the admission system to check the results of the first-round university admissions by 17:00 on August 19, 2024, at the latest.
Therefore, this means that by 17:00 on August 19, 2024, at the latest, there will be a notice of first-round university admissions.
When candidates confirm their admission using the account on the system of the Ministry of Education and Training, they can check the admission results and will be notified whether they have passed or not.
If they pass, candidates will receive the sequence of required documents for enrollment and the specific enrollment time of that university. The enrollment time is decided by the respective universities.

What are regulations on prosecution of a person who sends fake admission notices to scam freshmen in Vietnam?
Based on Article 174 of the Criminal Code 2015 (amended by points a and c, clause 3, Article 2 of the Law amending the Criminal Code 2017) on the crime of fraudulently appropriating property:
Crime of fraudulently appropriating property
1. Anyone who uses deceptive tricks to appropriate another person's property valued from 2,000,000 VND to less than 50,000,000 VND or less than 2,000,000 VND but falls under one of the following cases, will be subject to non-custodial reform for up to 03 years or imprisonment from 06 months to 03 years:
a) Has been administratively penalized for asset appropriation but continues to violate;
b) Has been convicted of this crime or any of the crimes stipulated in Articles 168, 169, 170, 171, 172, 173, 175, and 290 of this Code, and has not had their record expunged but continues to violate;
c) Causes adverse social security, order, or safety impacts;
d) The property is the primary livelihood means of the victim and their family;
2. Committing the crime in one of the following cases shall be subject to imprisonment from 02 years to 07 years:
a) Organized;
b) Professional in nature;
c) Appropriating property valued from 50,000,000 VND to less than 200,000,000 VND;
d) Dangerous recidivism;
dd) Exploiting position, power, or the name of an agency or organization;
e) Using cunning tricks;
3. Committing the crime in one of the following cases shall be subject to imprisonment from 07 years to 15 years:
a) Appropriating property valued from 200,000,000 VND to less than 500,000,000 VND;
c) Exploiting disasters or pandemics.
4. Committing the crime in one of the following cases shall be subject to imprisonment from 12 years to 20 years or life imprisonment:
a) Appropriating property valued at 500,000,000 VND or more;
c) Exploiting wartime conditions or emergencies.
5. The offender may also be subject to a fine from 10,000,000 VND to 100,000,000 VND, prohibition from holding certain positions, practicing certain professions or performing certain jobs for 01 year to 05 years, or confiscation of part or all property.
A person who commits fraud through phone messages to appropriate another person's property worth from 2,000,000 VND or less than 2,000,000 VND but falls under one of the stipulated cases will be prosecuted and subject to non-custodial reform for up to 03 years.
The highest level of criminal liability for fraud through phone messages to appropriate property can reach up to 20 years or life imprisonment.
Thus, individuals who impersonate universities to send admission notices to students to defraud them of tuition fees can be criminally prosecuted for fraud through phone messages to appropriate property, with penalties up to 20 years or life imprisonment.
Additionally, offenders may also be fined from 10,000,000 VND to 100,000,000 VND, prohibited from holding certain positions, practicing certain professions, or performing certain jobs for 01 year to 05 years, or confiscation of part or all of their property.
What should students in Vietnam do if they have been scammed into paying admission fees through text messages on their phones?
Upon discovering fraudulent activities, students should immediately contact the university to alert other students and report it to the nearest police. Based on Article 145 of the Criminal Procedure Code 2015, users can report the criminal activities of fraudsters through phone messages to the following agencies:
- Investigative agencies;
- Agencies tasked with conducting certain investigative activities;
- Superior People's Procuracies;
- Other agencies and organizations: commune police, ward police, commune-level town police, police stations; courts at all levels; media agencies, and other relevant entities.
