When will the examination for promotion to higher professional titles of Vietnamese teachers be abolished?

On October 30, 2024, the Ministry of Education and Training of Vietnam issued Circular 13/2024/TT-BGDDT providing regulations on standards and conditions for the consideration of promotion to higher professional titles for preschool teachers, public general education teachers, and teachers of pre-university schools. Circular 13/2024/TT-BGDDT, effective from December 15, 2024, and replacing Circular 34/2021/TT-BGDDT.

According to the content of Circular 13/2024/TT-BGDDT, the Ministry of Education and Training of Vietnam no longer prescribes standards and conditions for the examination for promotion to higher professional titles of Vietnamese teachers. This move aligns with Decree 85/2023/ND-CP from the Government of Vietnam, which abolishes regulations related to the examination for promotion to higher professional titles of Vietnamese teachers and does not provide contents, formats, and methods to determine successful candidates in the promotion consideration from December 7, 2023.

With the new regulations, from December 15, 2024, the examination for promotion to higher professional titles of Vietnamese teachers is officially abolished. Instead, teachers can register for promotion consideration based on meeting all standards regarding professional competence, political qualities, professional ethics, and years of service.

What is the salary coefficient for teachers at different education levels according to their professional title grades in Vietnam?

According to guidelines in 04 Circulars by the Ministry of Education and Training including Circular 01/2021/TT-BGDDT, Circular 02/2021/TT-BGDDT, Circular 03/2021/TT-BGDDT, Circular 04/2021/TT-BGDDT, and amended by Circular 08/2023/TT-BGDDT, the current salary coefficients for teachers at different education levels in Vietnam are as follows:

- Preschool Teacher

+ Grade 3 preschool teacher, code V.07.02.26, applies the salary coefficient of public employees of Category A0, from coefficient 2.10 to coefficient 4.89;

+ Grade 2 preschool teacher, code V.07.02.25, applies the salary coefficient of public employees of Category A1, from coefficient 2.34 to coefficient 4.98;

+ Grade 1 preschool teacher, code V.07.02.24, applies the salary coefficient of public employees of Category A2, group A2.2, from coefficient 4.0 to coefficient 6.38.

- Primary School Teacher

+ Grade 3 primary school teacher, code V.07.03.29, applies the salary coefficient of public employees of Category A1, from coefficient 2.34 to coefficient 4.98;

+ Grade 2 primary school teacher, code V.07.03.28, applies the salary coefficient of public employees of Category A2, group A2.2, from coefficient 4.00 to coefficient 6.38;

+ Grade 1 primary school teacher, code V.07.03.27, applies the salary coefficient of public employees of Category A2, group A2.1, from coefficient 4.40 to coefficient 6.78.

- Lower secondary school teacher

+ Grade 3 lower secondary school teacher, code V.07.04.32, applies the salary coefficient of public employees of Category A1, from coefficient 2.34 to coefficient 4.98;

+ Grade 2 lower secondary school teacher, code V.07.04.31, applies the salary coefficient of public employees of Category A2, group A2.2, from coefficient 4.00 to coefficient 6.38;

+ Grade 1 lower secondary school teacher, code V.07.04.30, applies the salary coefficient of public employees of Category A2, group A2.1, from coefficient 4.4 to coefficient 6.78.

- Upper secondary school teacher

+ Grade 3 upper secondary school teacher, code V.07.05.15, applies the salary coefficient of public employees of Category A1, from coefficient 2.34 to coefficient 4.98;

+ Grade 2 upper secondary school teacher, code V.07.05.14, applies the salary coefficient of public employees of Category A2, group A2.2, from coefficient 4.0 to coefficient 6.38;

+ Grade 1 upper secondary school teacher, code V.07.05.13, applies the salary coefficient of public employees of Category A2, group A2.1, from coefficient 4.40 to coefficient 6.78.

Are all teachers in Vietnam entitled to increase in the applicable statutory pay rate?

Under Article 2 of Decree 73/2024/ND-CP, there is specific regulation as follows:

Regulated entities

1. Salary and allowance earners to whom the statutory pay rate applies as prescribed in Article 1 of this Decree include:

a) Officials from central echelon to district level prescribed in clause 1 and clause 2 Article 4 of the Law on Officials 2008 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

b) Officials at communal level prescribed in clause 3 Article 4 of the Law on Officials 2008 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

c) Public employees working for public service providers prescribed in Law on Public Employees 2010 (as amended in the Law on amendments to the Law on Officials and the Law on Public Employees 2019);

d) Persons who work under employment contracts as prescribed in the Government’s Decree No. 111/2022/ND-CP dated December 30, 2022 on contracts of employment for certain tasks in administrative units and public service provider, and are eligible for, or have agreed under the signed employment contracts on, salary payment according to the Government’s Decree No. 204/2004/ND-CP dated December 14, 2004 on pay policy for officials, public employees and armed forces;

Thus, under the above regulation, only teachers who are public employees working in public schools or teachers working under contract 111 are entitled to increase in the applicable statutory pay rate under Decree 73/2024/ND-CP.
