Based on Article 9 of the Regulations on Student Affairs for Regular University Education Programs promulgated with Circular 10/2016/TT-BGDDT, the disciplinary measures for university students are as follows:
Students who commit violations, depending on the nature, extent, and consequences of the violations, may be reminded, criticized, or subjected to one of the following disciplinary measures:
(1) Reprimand shall be applied to students who commit a first-time violation but at a minor level;
(2) Warning shall be applied to students who have already been reprimanded but re-offend, or those who commit minor violations but do so frequently, or first-time offenders with relatively serious violations;
(3) Suspension for a fixed term shall be applied to students who are under warning but continue to violate, or who commit serious violations, particularly prohibited actions; students who violate the law and receive a suspended sentence.
In specific cases, the head of the higher education institution will determine the suspension period based on the training regulations, which can be one semester, one academic year, or for the duration of the suspended sentence.
(4) Expulsion shall be applied to students who continue to violate during the suspension period, or those who commit first-time but extremely serious violations that negatively affect the institution and society, or those who receive a prison sentence.
Disciplinary measures from a warning upwards must be recorded in the student management file and notified to the student's family.
In cases where students are suspended for a fixed term or expelled, the institution must notify the local authorities and the student's family for coordination in management and education.

Based on Article 11 of the Regulations on Student Affairs for Regular University Education Programs promulgated with Circular 10/2016/TT-BGDDT, the termination of the disciplinary decision against students is as follows:
(1) For students who are reprimanded: after 3 months from the date of the disciplinary decision, if the student does not re-offend or commit further violations requiring disciplinary action, the disciplinary decision automatically terminates, and the student is entitled to the benefits of a student from the date of termination.
(2) For students who are warned: after 6 months from the date of the disciplinary decision, if the student does not re-offend or commit further violations requiring disciplinary action, the disciplinary decision automatically terminates, and the student is entitled to the benefits of a student from the date of termination.
(3) For fixed-term suspension cases: upon the end of the suspension period, the student must present a certificate from the local authorities (commune-level) proving good adherence to civic duties; a certificate from the competent authority confirming the completion of a suspended sentence for consideration of re-admittance to study if conditions are met.
(4) The authority making the disciplinary decision must include a clause specifying the student’s discipline period, calculated from the issuance of the decision to the end of the disciplinary term as stipulated.
What are regulations on procedures and documents for disciplinary review of university students in Vietnam?
The procedures and documents for the disciplinary review of university students, as specified in Article 10 of the Regulations on Student Affairs for Regular University Education Programs promulgated with Circular 10/2016/TT-BGDDT, are as follows:
(1). Disciplinary Review Procedures:
Step 1: Students who commit violations must write a self-criticism report and propose a disciplinary measure. If students do not comply, the Student Rewards and Discipline Council will still meet to handle the case based on collected evidence;
Step 2: The class president convenes a meeting with the student body to analyze and suggest a disciplinary measure to the faculty or the student affairs division;
Step 3: The faculty or student affairs division reviews and proposes measures to the Student Rewards and Discipline Council of the institution;
Step 4: The Student Rewards and Discipline Council meets to review and apply the disciplinary measure, including its members, a representative from the class of the violating student, and the violating student. If the student, having been invited, does not attend (without a valid reason) or does not submit a self-criticism report, the council proceeds with the meeting and considers additional neglect of organizational discipline awareness.
The council recommends a disciplinary measure and proposes the head of the institution issue a disciplinary decision in writing.
(2). Disciplinary Review Documents:
- Student's self-criticism report (if available);
- Minutes of the class meeting reviewing the student's violation;
- Minutes from the faculty or student affairs division;
- Related documents.
