According to Article 4 of the Charter of Primary Schools issued with Circular 28/2020/TT-BGDDT, the regulation on types of primary schools is as follows:
Types of Primary Schools and Classes
- Primary schools are organized in two forms: public and private.
a) Public primary schools are invested in, guaranteed operational conditions, and represented in ownership by the State.
b) Private primary schools are invested in by domestic or foreign investors and guaranteed operational conditions.
- Primary classes in multi-level comprehensive schools, special schools include:
a) Primary classes in multi-level comprehensive schools.
b) Primary classes in semi-boarding ethnic minority schools.
c) Primary classes in educational institutions for children with disabilities.
d) Primary classes in reformatory schools.
- Other educational institutions that implement the primary education program: community learning centers; classes for children in difficult circumstances who cannot attend schools; classes for children with disabilities.

According to Article 5 of the Charter of Primary Schools issued with Circular 28/2020/TT-BGDDT:
Name of the school, school's name sign
- The school's name includes: primary school and the school's specific name. The name is recorded in the establishment decision, the seal, the name sign, and transaction documents.
- School's name sign:
a) Top left corner:
- First line: People's Committee of the district-level town, province-affiliated city, or district and the name of the district-level unit;
- Second line: Department of Education and Training.
b) Center: write the school's name as stipulated in Clause 1 of this Article. For branch schools, the branch name is recorded below the school name.
c) Bottom: write the address, website (if any), email address, and the school's phone number.
- The school's name and name sign of special schools that have separate regulations on organization and operation will follow the Regulations on the organization and operation of such special schools.
The school's signboard should pay attention to the following:
- Top left corner:
+ First line: People's Committee of the district-level town, province-affiliated city, or district and the name of the district-level unit;
+ Second line: Department of Education and Training.
- Center: write the school's name as stipulated in Clause 1 of this Article. For branch schools, the branch name is recorded below the school name.

According to Article 6 of the Charter of Primary Schools issued with Circular 28/2020/TT-BGDDT:
Management Decentralization
- Primary schools are established and managed by the People's Committee of the district-level town, province-affiliated city, or district (hereinafter referred to as the district-level People's Committee). Primary classes and other educational institutions implementing the primary education program specified in Clauses 2 and 3, Article 4 of this Circular are established and managed by the competent authorities.
- The Department of Education and Training assists the district-level People's Committee to perform state management functions on education for the types of primary schools and classes in the area.
Therefore, primary schools are established and managed by the People's Committee of the district-level town, province-affiliated city, or district.
For primary classes and other educational institutions, they will be established and managed by the competent authorities, including:
- Primary classes in multi-level comprehensive schools, special schools include:
+ Primary classes in multi-level comprehensive schools.
+ Primary classes in semi-boarding ethnic minority schools.
+ Primary classes in educational institutions for children with disabilities.
+ Primary classes in reformatory schools.
- Other educational institutions implementing the primary education program: community learning centers; classes for children in difficult circumstances who cannot attend schools; classes for children with disabilities.
