- The Director of the Center must meet the following standards:
a) Be in good health, have good political and ethical qualities;
b) Possess at least a bachelor's degree in the field of Educational Science and Teacher Training; if not graduated in Special Education, an additional certificate in inclusive education management or a pedagogical certificate in inclusive education or a special education certificate as prescribed by the Ministry of Education and Training is required;
c) Have at least 05 years of experience working in the field of education and training.
Thus, the Director of the Center for support of inclusive education development must have at least a bachelor's degree in the field of Educational Science and Teacher Training.
In the case where they do not graduate in Special Education, an additional certificate in inclusive education management, a pedagogical certificate in inclusive education, or a special education certificate as prescribed by the Ministry of Education and Training is required.

2. The Deputy Director of the Center must meet the following standards:

Councils in the Center
1. Commendation and Emulation Council
The Commendation and Emulation Council is established at the beginning of each academic year to assist the Director in organizing emulation movements, proposing commendation lists for staff, teachers, employees, students, and other learners in the Center. The Commendation and Emulation Council is established and chaired by the Director. Members of the council include: Secretary (if available), a representative of a Deputy Director (if available), several heads or deputies of functional/specialized units, and representatives of teachers and staff.
2. Disciplinary Council
a) The Disciplinary Council is established to consider or remove discipline for students (from secondary school level and above) or other learners of the Center as per each case. The Disciplinary Council is established and chaired by the Director. Members of the council include: Secretary (if available), a representative of a Deputy Director (if available), several heads or deputies of functional/specialized units, the teacher of the student or other learners involved, several experienced educators, and the head of the Parent-Teacher Association of the Center (for students studying at the Center);
b) The Disciplinary Council for staff, teachers, and employees is established to consider and propose disciplinary actions for staff, teachers, and employees as per each case. The establishment, composition, and operation of the Disciplinary Council for staff, teachers, and employees are carried out as prescribed by law.
3. Advisory Council
The Advisory Councils are established based on the decision of the Director of the Center. The functions, tasks, powers, operating time, quantity, and composition of members of the advisory councils are decided by the Director of the Center.
Thus, the Center for support of inclusive education development has the following councils:
