Who are eligible for financing for studying costs in Vietnam?
According to the provisions in Article 18 Decree 81/2021/ND-CP, the eligibility for financing for studying costs is as follows:
- Orphaned children both mother and father, attending preschool and general education, or those studying at continuous education institutions following the general education program.
- Children attending preschool and general education, or those studying at continuous education institutions following the general education program who are disabled.
- Children attending preschool and general education, or those studying at continuous education institutions following the general education program whose parents are classified as poor households according to the regulations of the Prime Minister of the Government of Vietnam.
- Children attending preschool and general education, or those studying at continuous education institutions following the general education program in especially difficult villages/communes, category 3 ethnic minority and mountainous areas, especially difficult coastal and island areas as per the regulations of the relevant authority.
What are methods of paying for studying cost financing for students in Vietnam?
As stipulated in Clause 2, Article 21 of Decree 81/2021/ND-CP, the methods of paying for studying cost financing for individuals studying in public preschools and formal education institutions in Vietnam are as follows:
- The Department of Education and Training is responsible for disbursing and settling the study cost support funds directly to the parents (or guardians) of preschool children, primary school students, and lower secondary school students; and for those studying at continuous education institutions, or authorizing educational institutions for disbursement and settlement with the Department of Education and Training.
- The Provincial Department of Education and Training is responsible for disbursing and settling the study cost support funds directly to the parents of upper secondary school students, or those studying at continuous education institutions under provincial authorities and schools managed by the Provincial Department of Education and Training, or authorizing educational institutions for disbursement and settlement with the Provincial Department of Education and Training.
- The study cost support funds are provided for a maximum of 9 months per academic year and disbursed twice a year: The first disbursement is for 4 months in October or November; the second disbursement is for 5 months in March or April.
- If the parents (or guardians) of preschool children and students fail to receive the study cost support funds within the prescribed period, they can claim the funds in the next disbursement period.
- The State Treasury, based on the allocation decisions by competent authorities (which clearly specify the study cost support budget), the transfer documents, and carries out prepayments for the Department of Education and Training or Provincial Department of Education and Training or educational institutions (in cases of authorization).
The Department of Education and Training, Provincial Department of Education and Training, or educational institutions (in cases of authorization) are responsible for disbursement to the eligible recipients of study cost support; after disbursement, they must settle the prepayment with the State Treasury.
The State Treasury bases on the Request for Prepaid Settlement and the Payment Voucher List/Prepayment settlement documents to settle the prepayments for the unit.
