First of all, a public preschool is a school invested by the State, ensuring operational conditions and being the owner's representative (according to Clause 1, Article 4 of the Preschool Charter, issued with Circular 52/2020/TT-BGDDT).
Therefore, the tuition fee will be decided annually by the People's Committee at various levels. For instance:

On March 29, 2024, the People's Council of Hanoi City issued Resolution 02/2024/NQ-HDND, which set the tuition fees for public preschool and general education institutions in Hanoi for the academic year 2023-2024.
The tuition fees for the academic year 2023 – 2024 in Hanoi are as follows:
- Tuition fee for in-person learning:Unit: VND/student/month
- Tuition fee for online learning: equal to 75% of the tuition fee for in-person learning.Unit: VND/student/month
Thus, depending on where you live, the public preschool tuition fee will be specifically regulated by the competent authorities.
*NOTE: 5-year-old preschool children will be exempted from tuition fees starting from the academic year 2024 - 2025 (from September 01, 2024) (according to Article 15 of Decree 81/2021/ND-CP). Additionally, preschool children and children in public preschools are exempt from tuition fees in the following cases: - Children who are dependents of individuals defined in the Ordinance on Preference for People with Meritorious Services to the Revolution 2020. - Disabled preschool children. - Preschool children who qualify for monthly social assistance per regulations on social support policies for beneficiaries of social protection. - Preschool children with parents or grandparents (if living with grandparents) classified as poor households. - 5-year-old preschool children living in particularly difficult hamlets/villages, Area III communes in ethnic minority and mountainous regions, extremely difficult coastal areas as determined by competent authorities. - Preschool children who are biological or legally adopted children of active-duty non-commissioned officers and soldiers. |

What are included in the application for tuition fee exemption at public preschools in Vietnam?
As it's not yet the effective date for tuition fee exemption (September 01, 2024), those preschool children and children at public preschools eligible for tuition fee exemption must still apply with the documents as specified in Article 19 of Decree 81/2021/ND-CP, which include:

[2] A certified copy or copy with the original for comparison or a copy from the original documents proving eligibility for tuition fee exemption for specific cases:
- Certification from the managing agency for people with meritorious services as prescribed in the Ordinance on Preference for People with Meritorious Services to the Revolution 2020 for children who are their dependents.
- Disability certification issued by the commune-level People's Committee or Decision on social assistance from the district-level People's Committee Chairman for disabled preschool children.
- Social assistance decision from the district-level People's Committee Chairman for preschool children eligible for monthly social assistance under social support policies for social protection beneficiaries.
- Certification of poor household status issued by the commune-level People's Committee for preschool children with parents or grandparents (if living with grandparents) classified as poor households.
- Certification of policy entitlement for tuition fee exemption for preschool children who are biological or legally adopted children of active-duty non-commissioned officers and soldiers.
[3] Birth certificate and certification of information on residence and citizen information from the National Population Database.
