What is the title allowance for principal and vice principal in Vietnam from July 1, 2024?
Recently, the Government of Vietnam issued Decree 73/2024/ND-CP which regulates the statutory pay rate and bonus policies for officials and public employees, and armed forces. The statutory pay rate will increase from 1,800,000 VND to 2,340,000 VND starting from July 1, 2024.
When the statutory pay rate increases, the title allowance for principals and vice principals of schools will also increase.
The title allowance for school management staff, including principals, vice principals, and heads and deputy heads of professional groups, is stipulated in Circular 33/2005/TT-BGDDT.

What is the statutory pay rate for salculating teacher salaries in Vietnam?
According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate for calculating teacher salaries is specified as follows:
Statutory Pay Rate
1. The statutory pay rate serves as the basis for:
a) Calculating salaries in salary scales, allowances, and implementing other policies according to legal provisions for the entities specified in Article 2 of this Decree;
b) Calculating operational fees, living expenses according to legal provisions;
c) Calculating deductions and benefits according to the statutory pay rate.
2. From July 1, 2024, the statutory pay rate is 2,340,000 VND/month.
3. For agencies and units applying special financial and income mechanisms at the central level: Balance the difference between the salary and additional income in June 2024 of officials and public employees with the salary from July 1, 2024, after amending or abolishing special financial and income mechanisms. While amending or abolishing these mechanisms, implement monthly wages and additional income calculated on the statutory pay rate of 2,340,000 VND/month from July 1, 2024, ensuring not to exceed the wages and additional income in June 2024 (excluding wage and additional income adjustments due to changes in salary grade and step when ascending). If the wages and additional income from July 1, 2024, according to special mechanisms are lower than the general prescribed wages, implement wage policies according to general regulations.
4. The Government of Vietnam adjusts the statutory pay rate after reporting to the National Assembly for review and decision, suitable to state budget capacity, consumer price index, and economic growth rate of the country.
The statutory pay rate for calculating teacher salaries now is 2,340,000 VND. This rate is used as the basis for:
- Calculating salaries in salary scales, allowances, and implementing other policies according to legal provisions for the entities specified in Article 2 of Decree 73/2024/ND-CP;
- Calculating operational fees, living expenses according to legal provisions;
- Calculating deductions and benefits according to the statutory pay rate.
What are the duties and tasks of principals in public general educational institutions in Vietnam according to Circular 20/2023/TT-BGDDT?
According to Section 2 of Appendix 3 on the job description of the principal position issued with Circular 20/2023/TT-BGDDT which prescribes the duties and tasks of principals in public general educational institutions as follows:
- Organizing and managing the activities of the general educational institution:
+ Establishing professional groups, administrative groups, and commendation councils; disciplinary councils, advisory councils within the school; appointing heads and deputy heads of groups; appointing teachers as General Team Leaders of the Ho Chi Minh Young Pioneers Organization (for primary and secondary levels); participating in the recruitment process, transferring, arranging, signing work contracts, and labor contracts with teachers; organizing the steps to introduce personnel for the competent authorities to appoint vice principals.
+ Developing strategies and plans for school development; planning and organizing the implementation of teaching and education plans.
+ Implementing general education programs; textbooks, local education content. Managing, utilizing, and selecting reference publications for use in schools.
+ Managing student admissions, approving student transfers; deciding on student discipline, commendation; approving student assessment results, class promotion, repeat lists; organizing the exam recognition of primary education completion for in-school students and other subjects within the school's jurisdiction.
+ Reporting and evaluating performance results before the School Council and competent authorities.
+ Administrative management; managing and autonomously using the school's financial and asset resources according to regulations; promoting educational socialization.
+ Creating a safe, healthy, friendly school environment, and preventing school violence according to the law.
+ Implementing democracy regulation at the grassroots level; coordinating and mobilizing social forces to participate in educational activities, enhancing the school's role in the community.
- Implementing policies for teachers, staff, and laborers:
+ Adhering to regulations on salary, allowance payments for teachers, staff, and laborers.
+ Developing plans to enhance professional skills for teachers, staff, laborers; encouraging and facilitating them to participate in educational innovation activities.
+ Evaluating, classifying, rewarding, and disciplining teachers, staff, laborers according to regulations.
- Participating in teaching and educational activities:
+ Participating in activities with professional groups.
+ Teaching according to the prescribed teaching quota for principals.
- Enhancing professional, managerial skills:
Participating in training, self-learning, and self-training to improve professional and managerial capacities.
