What is the tenure for rotating teachers to work in areas with extremely disadvantaged socio-economic conditions in Vietnam?

Based on Clause 1, Article 9 of Decree 61/2006/ND-CP, the regulations on the tenure for rotating teachers are as follows:

Tenure for rotating teachers, education management officers, and regional transfer allowance

  1. The tenure for rotating teachers, education management officers to work in areas with extremely disadvantaged socio-economic conditions is three years for women and five years for men. Upon completion of this tenure, teachers and education management officers shall be arranged by the competent education management agency to return to the last place of residence and work before being rotated to areas with extremely disadvantaged socio-economic conditions or be facilitated to contact and transfer to a desired position.

  2. The education management agency and localities where the teachers and education management officers return to are responsible for receiving, arranging jobs and rotating others to replace them if required. If there are difficulties in staffing and salary funds, adjustments will be made to staffing and salary funds. Upon the completion of this tenure, if teachers and education management officers voluntarily stay to continue working and stabilize their long-term life, they will be considered for allocation of land for housing, farm economy, family economy, and will be entitled to borrow capital to build houses and engage in economic activities with preferential interest rates paid gradually within 10 years.

  3. If teachers and education management officers relocate with their families, they will be provided with travel allowances, luggage fees for accompanying members, and an area transfer allowance of 6,500,000 VND (six million five hundred thousand VND) per household.

Thus, the tenure for rotating teachers to work in areas with extremely disadvantaged socio-economic conditions is three years for women and five years for men.

What is the water purchase and transportation subsidy for teachers rotated to areas with extremely disadvantaged socio-economic conditions in Vietnam?

Based on Article 7 of Decree 76/2019/ND-CP, the water purchase and transportation subsidy for teachers rotated to areas with extremely disadvantaged socio-economic conditions is as follows:

Teachers rotated to areas with extremely disadvantaged socio-economic conditions that lack fresh and clean water seasonally will receive subsidies for purchasing and transporting fresh and clean water for daily living needs, after deducting the cost of fresh water included in their salary, as follows:

- Basis for calculating the subsidy for purchasing and transporting fresh and clean water per person includes:+ Standard norm: 6 cubic meters/person/month (a);+ Actual number of months lacking fresh and clean water in a year (b);+ Cost of purchasing and transporting one cubic meter of fresh and clean water to the residence and workplace of the beneficiaries as prescribed by the provincial People's Committee (c);+ The price of fresh and clean water to calculate the cost of fresh water included in the salary is the business price for one cubic meter of clean water prescribed by the competent local authority (d).

- Calculation method:+ Monthly subsidy amount: a x (c - d).+ Annual subsidy amount: a x (c - d) x b.

* Areas seasonally lacking fresh and clean water are those due to natural conditions without fresh and clean water or with insufficient supply for daily living needs for a continuous period of one month or more in a year.

What is the professional preferential allowance for teachers rotated to areas with extremely disadvantaged socio-economic conditions in Vietnam?

Based on Article 11 of Decree 76/2019/ND-CP, it is stipulated as follows:

Professional preferential allowance

The professional preferential allowance is 70% of the current salary (according to the salary scale prescribed by the competent authority of the Communist Party and the state) plus the leadership position allowance and the beyond-grade seniority allowance (if any), applicable to the actual working time in areas with extremely disadvantaged socio-economic conditions for the beneficiaries specified in Article 2 of this Decree, including:

  1. Public employees and laborers who are teachers and education management public employees in educational institutions and vocational education institutions;

  2. Public employees and laborers directly involved in medical specialty work in state health facilities, including: commune health stations; agency and school health stations; regional polyclinics; maternity homes, health centers, hospitals, and other health facilities from the commune level and above;

  3. Officers, professional servicemen, defense public employees, military medical personnel directly involved in medical expertise at military-civilian health stations.

Thus, the professional preferential allowance for teachers rotated to areas with extremely disadvantaged socio-economic conditions is 70% of the current salary (according to the salary scale prescribed by the competent authority of the Communist Party and the state) plus the leadership position allowance and the beyond-grade seniority allowance (if any), applicable to the actual working time in areas with extremely disadvantaged socio-economic conditions.
