What are regulations on educational activities included in the action month for gender equality in Vietnam?
Based on Section 1 of Official Dispatch 4893/BLDTBXH-VBDG 2024 on the objectives and requirements of the theme for the Action Month for Gender Equality, the educational activities are carried out as follows:
- Intensify dissemination, propaganda, and education on social security policies, gender equality, prevention, and response to gender-based violence at all levels.
- Enhance education on knowledge and skills for protection, prevention of violence, and abuse against women and children, family members, those working in gender equality and children. Provide information and enhance capabilities for prevention and response to the negative impacts of climate change, natural disasters, floods, and epidemics on women and children.
What are regulations on gender equality in the field of education and training in Vietnam?
Pursuant to Article 14 of Gender Equality Law 2006, gender equality in the field of education and training is regulated as follows:
- Men and women are equal in age for schooling, training, and upbringing.
- Men and women are equal in choosing fields of study, training.
- Men and women are equal in accessing and enjoying policies on education, training, and professional skill enhancement.
- Female officials and public employees who participate in training, upbringing carrying children under thirty-six months old are supported according to the regulations of the Government of Vietnam.
- Measures to promote gender equality in the field of education and training include:
+ Specifying the proportion of men and women participating in education, training;
+ Female laborers in rural areas are supported in vocational training as per legal regulations.
What are the fines for administrative violations in the field of gender equality related to education and training in Vietnam?
Based on Article 9 of Decree 125/2021/ND-CP regulating administrative violations in the field of gender equality related to education and training:
- Warning penalties for acts of encouraging, instigating, or preventing others from attending school for gender reasons.
- Fines ranging from 500,000 VND to 1,000,000 VND for acts of forcing or obstructing others from choosing subjects, fields of study, or training for gender reasons.
- Fines ranging from 2,000,000 VND to 3,000,000 VND for acts of promoting, coercing others to drop out of school for gender reasons.
- Fines ranging from 5,000,000 VND to 10,000,000 VND for any of the following acts:
+ Promoting or coercing organized groups to drop out of school for gender reasons;
+ Refusing enrollment for individuals eligible for training courses due to gender or pregnancy, childbirth, and child-rearing.
- Fines ranging from 10,000,000 VND to 15,000,000 VND for acts of different age regulation for training, enrollment between men and women.
- Fines ranging from 15,000,000 VND to 20,000,000 VND for acts of organizing vocational education, compiling, disseminating textbooks, curricula containing gender biases.
- Remedial measures:
+ Require the restoration of lawful rights for the person infringed due to the violation.
+ Require amendment or annulment of age regulations, enrollment with gender discrimination for specified acts.
- Require amendment, replacement, or correction of textbooks, curricula with gender biases. If not amended, replaced, or corrected, require disposal of materials containing gender biases for specified acts.
- Require the forfeiture of illegal benefits obtained through the specified acts.
