What are the duties and powers of the parent committees in Vietnam?
Based on Article 4 of the Charter of the Parent Committee issued together with Circular 55/2011/TT-BGDDT, the parent committee has the following duties and powers:
Duties of the parent committee:
- Coordinate with the homeroom teacher and subject teachers to organize educational activities for students;
- Coordinate with the homeroom teacher in preparing the content of parent meetings during the school year;
- Participate in moral education for students; nurture, encourage good students, assist weak students, persuade drop-outs to return to school; help poor students, disabled students, and other students with difficult circumstances.
Powers of the parent committee:
- Decide to convene meetings according to regulations after agreement with the homeroom teacher;
- Organize parents' opinions on measures to manage and educate students to make specific recommendations with the homeroom teacher and subject teachers to improve moral education quality and teaching quality;
- Coordinate to organize extracurricular activities, traditional education, cultural, artistic, and sports activities to achieve comprehensive education objectives for students after agreement with the homeroom teacher.
Vietnam: Where does the parent committee's operating fund come from?
According to Article 10 of the Charter of the Parent Committee issued together with Circular 55/2011/TT-BGDDT:
Operating Funds of the Parent Committee
- Operating funds of the Parent Committee:
a) The operating funds of the Class-level Parent Committee come from voluntary contributions of parents and other legal sources of funding for the Class-level Parent Committee.
b) The operating funds of the school Parent Committee are allocated from the operating funds of the Class-level Parent Committees according to the recommendation of the meeting of all heads of the class representative boards at the beginning of the school year and other legal sources of funding for the school Parent Committee.

- For class parent committees, from voluntary contributions of parents and other legal sources of funding.
- For the school parent committee, from the allocated funds of the Class-level Parent Committees.
