How many times a yearare parent meetings held in Vietnam?
According to the provisions of Clause 1, Article 9 of the Parent Teacher Committee Charter issued with Circular 55/2011/TT-BGDDT, parent meetings are regulated as follows:
Activities of Parents and Parent Teacher Committee
1. Meetings of all parents:
a) At the beginning of the academic year, the class homeroom teacher organizes a meeting of all parents to appoint the class Parent Teacher Committee with the number of members stipulated in Point a, Clause 1, Article 3 of this Charter. In a school year, hold three meetings of all class parents: at the beginning of the school year, at the end of the first semester, and at the end of the school year; also hold extraordinary meetings when at least 50% of class parents request;
b) Whether or not to organize a meeting of all school parents is decided by the school Parent Teacher Committee.
Therefore, according to the regulations above, in one academic year, three meetings of all class parents will be held:
- Parent meeting at the beginning of the academic year
- Parent meeting at the end of the first semester
- Parent meeting at the end of the school year
Additionally, if at least 50% of class parents request, an extraordinary meeting will be held.

What is the organizational structure of the Parent Teacher Committee in Vietnam?
According to Article 3 of Circular 55/2011/TT-BGDDT, the Parent Teacher Committee is organized as follows:
- Class Parent Teacher Committee.
+ Each class has a Parent Teacher Committee consisting of 3 to 5 members, including a head and a deputy head.
+ Members of the Class Parent Teacher Committee are enthusiastic people, responsible for cooperating with the class homeroom teacher, subject teachers, the school, and representing the class parents in executing student education activities.
- School Parent Teacher Committee.
+ Each school has a Parent Teacher Committee including a head, deputy heads, and permanent members (if necessary).
+ Members participating in the School Parent Teacher Committee are heads or deputy heads of the Class Parent Teacher Committees.
+ The number of deputy heads and permanent members (if any) of the School Parent Teacher Committee is decided by the meeting of heads and deputy heads of the Class Parent Teacher Committees.
- The term of the Class and School Parent Teacher Committees is one academic year; these Boards end their term at the beginning of the next academic year, except for the Class Parent Teacher Committee of the final year which ends its term at the end of the academic year.
- Members of the Parent Teacher Committee may change or supplement when necessary, as proposed by the head. Changes and supplements to the members of the Class Parent Teacher Committee are decided by all class parents; changes and supplements to the members of the School Parent Teacher Committee are decided by all school Parent Teacher Committee members.
- The Parent Teacher Committee operates based on consensus. The content discussed and agreed upon in the Parent Teacher Committee is recorded in meeting minutes.
In addition, the Class Parent Teacher Committee has duties and authority under Article 4 of Circular 55/2011/TT-BGDDT as follows:
- Duties of the Class Parent Teacher Committee:
+ Coordinate with the class homeroom teacher and subject teachers to organize student education activities.
+ Coordinate with the class homeroom teacher to prepare the content of parent meetings throughout the school year.
+ Participate in moral education for students; encourage and motivate able students, assist underperforming students; encourage dropouts to return to school; support poor students, disabled students, and other disadvantaged students.
- Rights of the Class Parent Teacher Committee:
+ Decide to convene class parent meetings as regulated in Article 9 of this Charter (except the meeting at the beginning of the school year to appoint the Class Parent Teacher Committee) after reaching consensus with the class homeroom teacher.
+ Organize to gather feedback from class parents on measures to manage and educate students to propose specific measures to the homeroom teacher and subject teachers for improving moral education quality and teaching quality.
+ Coordinate to organize extracurricular activities, traditional education, cultural, artistic, and sports activities to achieve comprehensive educational goals for students after reaching a consensus with the class homeroom teacher.
