What is the purpose of regular refresher training for preschool teachers in Vietnam?
According to Article 3 of the Regulation on regular refresher training for Teachers, Managers of Preschool Education Institutions, General Education Institutions, and Teachers of Regular Education Centers, issued together with Circular 19/2019/TT-BGDDT (amended by Clause 2, Article 1 Circular 17/2022/TT-BGDDT), the purpose of regular refresher training for preschool teachers is to:
(1) Enhance knowledge and skills according to job position requirements for teachers and managers. This serves as a basis to manage, direct, organize training, and self-training to improve the quality and professional capacity of teachers and managers. It also aims to increase the responsiveness of teachers and managers to job position requirements, meet the developmental needs of preschool education, general education, and regular education, and satisfy the professional standards.
(2) Develop the capability of self-study, self-training, and self-evaluation of the regular refresher training work of teachers and managers. It also aims to enhance the organization and management capability of regular refresher training activities for teachers and managers at preschool education institutions, general education institutions, regular education centers, district education and training offices, and provincial education and training departments.

How many principles are there in regular refresher training for preschool teachers in Vietnam?
According to Article 4 of the Regulation on regular refresher training for Teachers, Managers of Preschool Education Institutions, General Education Institutions, and Teachers of Regular Education Centers, issued together with Circular 19/2019/TT-BGDDT, the principles for regular refresher training for teachers at preschool education institutions are stipulated as follows:
[1] Meet the requirements of the academic year's tasks, professional standards, job position requirements, and the developmental needs of preschool education institutions, general education institutions, regular education centers, localities, and the education sector.
[2] Ensure a high degree of self-study consciousness, continuous training at preschool education institutions, general education institutions, and regular education centers, by selecting training programs according to professional standards and job position requirements for teachers and managers.
[3] Implement assignment, decentralization, and coordination mechanisms in organizing regular refresher training.
[4] Ensure practicality, quality, publicity, transparency, and effectiveness.
Thus, according to the above regulations, there are 4 principles for regular refresher training for preschool teachers.
What types of regular refresher training are there?
According to Article 6 of the Regulation on regular refresher training for Teachers, Managers of Preschool Education Institutions, General Education Institutions, and Teachers of Regular Education Centers, issued together with Circular 19/2019/TT-BGDDT, the methods and types of organization for regular refresher training (BDTX) are stipulated as follows:
Methods and types of regular refresher training organization
1. Implement training through active methods, enhance self-study, and promote the proactiveness and creative thinking of teachers and managers. Strengthen practice at preschool education institutions, general education institutions, and regular education centers; discuss, exchange, and share information, knowledge, and experiences between speakers and teachers and managers, among teachers, and among managers.
2. Types of regular refresher training organization:
a) Concentrated: Conduct concentrated training; guide teachers and managers in self-study, practice, systematize knowledge, answer questions, and instruct on training contents that meet the needs of teachers and managers in regular refresher training. This creates opportunities for teachers and managers to exchange, share, and discuss professional knowledge and skills training.
The duration, number of teachers, and managers participating in concentrated training should comply with management decentralization but must ensure the requirements of purpose, expected outcomes, contents, methods, and training duration as prescribed in the regular refresher training Program and the regulations of this Regulation.
b) Distance: Conduct distance training, increase the application of information technology in training activities, and online training for teachers and managers ensuring the requirements of purpose, expected outcomes, contents, methods, and training duration as prescribed in the regular refresher training Program and this Regulation;
c) Semi-concentrated: Combine concentrated and distance training as stipulated in point a and point b of this Clause to ensure the effectiveness and requirements of regular refresher training for teachers and managers.
Thus, according to the above regulations, the types of regular refresher training include:
(1) Concentrated training;
(2) Distance training;
(3) Semi-concentrated: A combination of concentrated and distance training.
