c) The title of exemplary commune, ward, commune-level town is awarded a Certificate, frame, and a reward of 2.0 times the statutory pay rate;

d) The title of cultural hamlet, neighborhood is awarded a Certificate, frame, and a reward of 1.5 times the statutory pay rate;

đ) The title “Emulation Flag of the Government of Vietnam” is awarded a flag and a reward of 12.0 times the statutory pay rate;

e) The emulation flag of the ministry, department, sector, province is awarded a flag and a reward of 8.0 times the statutory pay rate;

g) The emulation flag of the military region, corps, service, branch, general department and equivalent units under the Ministry of National Defense, the Cipher Committee the Government of Vietnam; the emulation flag of the National University is awarded a flag and a reward of 6.0 times the statutory pay rate.

Based on Article 3 of Decree 73/2024/ND-CP, the statutory pay rate is 2,340,000 VND/month.

The prize amount associated with the "Emulation Flag of the National University" in 2024 is 14,040,000 VND.

Who shall determine the number of Emulation Flags awarded to collectives within the National University in Vietnam?

Based on Article 7 of Circular 29/2023/TT-BGDDT:

Title “Emulation Flag of the National University”

1. The National University Emulation Flag is annually awarded to the most exemplary and outstanding collectives, leading the emulation movements organized by the National University and meeting the following criteria:

a) Exceeding the programs, plans, and tasks assigned for the year; introducing new elements and models for other units within the National University to emulate. If it is a production or business unit, it must comply with legal regulations and obligations to the State and National University;

b) Internal unity; actively practicing thrift, fighting wastefulness, corruption, negativity, and other social evils;

c) The Party organizations and unions are rated as having completed tasks well or above.

2. The National University Emulation Flag is awarded to the most exemplary and outstanding collectives, leading the thematic emulation movements organized by the National University, which have been carried out for three years or more upon summing up the emulation movements; the subjects and criteria for awarding are specifically stipulated by the National University according to each emulation movement.

3. The number of Emulation Flags awarded to collectives within the National University is determined by the Director of the National University but does not exceed 20% of the total number of leading collectives in the emulation blocks and clusters organized by the National University.

4. The National University does not award its Emulation Flag to collectives that have been awarded the Emulation Flag of the Ministry of Education and Training for the same achievements.

The Director of the National University will determine the number of Emulation Flags awarded to collectives within the National University.

The number of Emulation Flags awarded to collectives within the National University does not exceed 20% of the total number of leading collectives in the emulation blocks and clusters organized by the National University.

Definition of Terms

In this Circular, the following terms are understood as follows:

1. Units under the Ministry of Education and Training include departments, directorates, Inspectorate, and offices (hereinafter referred to as units under the Ministry).

2. Units affiliated with the Ministry of Education and Training include the public service providers affiliated with the Ministry of Education and Training; the management boards, project management units, programs under the Ministry of Education and Training, and Vietnam Education Publishing House (hereinafter referred to as units affiliated with the Ministry).

3. Units under the National University include the office, functional departments, member units, and units affiliated with the National University (hereinafter referred to as units under the National University).

4. Collectives considered for emulation titles and rewards include subject groups, specialized groups, and equivalent organizations and above.

5. Learning collectives include classes and groups of learners.

The collectives considered for the Emulation Flag to award to collectives within the National University are subject groups, specialized groups, and equivalent organizations and above (if any).
