What is the policy scholarship rate for students at vocational education institutions for persons with disabilities in Vietnam?
Pursuant to Article 9 Decree 84/2020/ND-CP:
- Subjects: Students under the nomination policy; students at pre-university schools, ethnic boarding upper secondary schools; students at vocational education institutions for war invalids, and persons with disabilities.
- Level of benefits:
+ For students under the nomination policy, students at pre-university schools, ethnic boarding upper secondary schools; students at vocational education institutions for war invalids, and persons with disabilities: The scholarship amount is 80% of the statutory pay rate/month;
+ For students who are war invalids from poor households studying at vocational education institutions for war invalids and persons with disabilities: The scholarship amount is 100% of the statutory pay rate/month.
- Principles of benefits:
+ Only one policy scholarship can be granted during the entire study period;
+ In the case of students eligible for multiple policies at the same time, only one highest policy can be applied, or if studying multiple majors at multiple educational institutions, only one policy can be applied at one major of an educational institution;
+ Students who are eligible for policies under this Article but are also eligible for preferential allowances, social allowances, or merit-based scholarships will still receive these policies as stipulated;
+ Students who are disciplined and forced to drop out or suspended from studies will not receive the policies stipulated under this Article from the effective date of the disciplinary decision or during the suspension period;
+ Policy scholarships are granted for 12 months/year; the period of enjoying the policy must not exceed the maximum time or number of semesters required to complete the training program corresponding to the respective courses as stipulated. For the final academic year, it is based on the actual months of study.
For students at ethnic boarding upper secondary schools, pre-university schools who are repeating a school year, they will still receive the policy scholarship for the first repeated school year as stipulated.
+ For training programs using module or credit accumulation methods, the policy scholarship will be granted based on the converted training time but must not exceed the training time of the field, trade, and training level equivalent to the annual curriculum, calculated by the following formula:
+ Policy scholarships do not apply to students pursuing a second degree, training by local demand, distance education, joint training, and part-time study.
Therefore, students at vocational education institutions for persons with disabilities are entitled to a policy scholarship amounting to 80% of the statutory pay rate/month.

What documents are included in the Application for obtaining a policy scholarship for students at vocational education institutions for persons with disabilities in Vietnam?
According to Clauses 4 and 5, Article 9 of Decree 84/2020/ND-CP, the documents included in the Application for obtaining a policy scholarship are as follows:
* Required documents:
- For students at vocational education institutions for war invalids and persons with disabilities:
Application form (Form No. 02 Download and Form No. 03 Download);
Certified copy from the original book, a notarized copy from the original or a copy accompanying the original for comparison of the birth certificate;
Certified copy from the original book, a notarized copy from the original, or a copy accompanying the original for comparison of the disability certification issued by the Commune People's Committee for students with disabilities;
For students with disabilities without a disability certificate, a certified copy from the original book, a notarized copy from the original or a copy accompanied by the original for comparison of the district-level People's Committee's decision on social allowances for persons with disabilities;
Certified copy from the original book, a notarized copy from the original or a copy accompanying the original for comparison of the war invalid’s certificate for students who are war invalids.
* Procedure for granting scholarships:
- For students at vocational education institutions for war invalids and persons with disabilities:
+ Within 15 days from the date of enrollment, the vocational education institution must inform students about the scholarship policies, the submission deadline, and guide students to submit the documents as stipulated.
Each student only needs to submit one set of documents once to apply for a scholarship during their whole study period at the vocational education institution;
+ For students at public vocational education institutions: The principal of the public vocational education institution organizes the appraisal of documents, compiles, and prepares a list and budget estimate for the policy support for study expenses for students (Form No. 04 Download) and submits it to the direct management agency for approval, which then sends it to the financial authority to be presented to the competent authority for approval.
In case the documents do not meet the requirements, the public vocational education institution must notify the students within 05 working days from the date of receiving the documents;
+ For students at private vocational education institutions: Students submit an application (Form No. 03 Download) to the vocational education institution where they are studying for confirmation within 10 working days from the date of receiving the application and guide students to submit the documents to the Labor - War Invalids and Social Affairs Department where the student has permanent residence.
The Labor - War Invalids and Social Affairs Department appraises and approves the list of eligible students and prepares a budget estimate to be sent to the equivalent financial authority and submitted to the competent authority for approval.
In case the documents do not meet the requirements, the Labor - War Invalids and Social Affairs Department must notify the students within 07 working days from the date of receiving the documents;
+ If the student does not submit the required documents as stipulated, the policy scholarship will only be paid from the date the vocational education institution, Labor - War Invalids and Social Affairs Department receives the full set of required documents as stipulated, and there will be no retroactive payment for the period prior to the date of submission.
