According to the provisions of Article 15 of the Law on Higher Education 2012 as amended by Clause 9, Article 1 of the Law on amendments to the Law on Higher Education 2018, the organizational structure of a parent university is as follows:
- parent university Council;- parent university President; parent university Vice Presidents;
- Scientific and Training Council; other councils (if any);
- Member parent university, research institutes (if any); schools, functional departments, science and technology organizations, libraries, and other training service units;
- Faculties, branches, research institutes, centers, service facilities, enterprises, business units, and other units (if any) according to the development needs of the parent university.
* The specific organizational structure of the parent university, the relationship, and the autonomy of member units and affiliated units are stipulated in the parent university's organizational and operational regulations.

What are the duties and powers of the public parent university council in Vietnam?
According to the provisions of Article 18 of the Law on Higher Education 2012 as amended by Clause 13, Article 1 of the Law on amendments to the Law on Higher Education 2018, the public parent university council has the following responsibilities and powers:
- Decide on the strategy, development plan, and annual plans of the parent university, the admission of new members, and the reorganization of the parent university in accordance with the law;- Issue the organizational and operational regulations, financial regulations, and regulations on grassroots democracy of the parent university, except for provisions in Clause 2, Article 29 of the Law on Higher Education 2012, in accordance with the Law on Higher Education 2012 and other relevant legal provisions;
- Decide on the direction of training, scientific and technological activities, international cooperation, ensuring the quality of higher education;
- Decide on the organizational structure and member units of the parent university; standards for the chairman, vice-chairman (if any), and parent university council members; standards for the president and vice-presidents of the parent university;
- Decide and submit to the competent management authority for decision the recognition, dismissal, and relief from duty of the parent university president; appoint, dismiss, and relieve from duty the vice-presidents based on the proposal of the parent university president, except for the provision in Clause 3, Article 8 of the Law on Higher Education 2012;
- Decisions on the management positions of units belonging to and affiliated with the parent university are specified in the parent university's organizational and operational regulations; organize the annual evaluation of the effectiveness of the parent university council chairman and the parent university president; take a vote of confidence for the parent university council chairman and the parent university president mid-term or ad hoc;- Decide on investment policies, construct infrastructure, and common resources within the parent university; policies to mobilize investment capital for parent university development;
- Decide on investment policies and the use of large-value assets under the parent university's authority according to the parent university's organizational and operational regulations;
- Prescribe salary, bonus, and other benefits policies for management positions of units belonging to and affiliated with the parent university based on work results and effectiveness
- Prescribe tuition policies, support for learners; approve financial plans, annual financial statements, and the settlement report for lawful revenue sources of the parent university;
- Supervise the implementation of the parent university council's decisions, implement grassroots democracy in the parent university's activities, and the accountability of the parent university president; supervise the management and use of the parent university's finances and assets; report annually to the entire parent university conference on the supervision results and the activities of the parent university council;
- Comply with the law; bear legal responsibility before the law, the competent managing authority, and related parties for the parent university council's decisions;
- Ensure transparency, adhere to information policies, and report under the supervision and inspection of competent authorities; fulfill accountability within the parent university council's scope of responsibilities and powers; subject to social, individual, and organizational supervision within the parent university;
- Other duties and powers stipulated in the parent university's organizational and operational regulations; duties and powers over units belonging to and affiliated with as provided in Clause 2, Article 16 of the Law on Higher Education 2012.

- Develop the parent university's strategy and development plan;
- Manage, direct, and organize the training activities of the parent university;
- Mobilize, manage, and use resources, share resources, and common infrastructure within the parent university;
- Comply with information policies, report and subject to inspection from the Ministry of Education and Training, Government Inspectorate, relevant ministries and central authorities, and the provincial People's Committee where the parent university is headquartered as stipulated;
- Exercise high autonomy in training, scientific research, technology, finance, international relations, and organizational management activities;
- Other duties and powers as prescribed by law.
