What is the organizational structure of the Textbook Appraisal Council in Vietnam?
* Note: The provisions on standards, processes for compiling, editing textbooks, standards for organizations and individuals compiling textbooks; the organization and activities of the National Textbook Appraisal Council are issued with Circular 33/2017/TT-BGDDT (referred to as the Regulation issued with Circular 33/2017/TT-BGDDT).
According to Article 12 of the Regulation issued with Circular 33/2017/TT-BGDDT, the provisions on the National Textbook Appraisal Council are as follows:
National Textbook Appraisal Council
1. The National Textbook Appraisal Council (hereinafter referred to as the Council) is an organization established by the Minister of Education and Training for each subject, educational activity at each level, assisting the Minister of Education and Training in appraising textbooks.
2. The Council consists of scientists, educators, experienced and reputable education managers, and representatives of related organizations; at least one-third (1/3) of the total number of members are teachers currently teaching the subject, educational activity at the corresponding level. The number of Council members is an odd number, minimum of 7 (seven) members.
3. Council's tasks
a) Appraise textbooks of a subject, educational activity of classes at a level according to the provisions of Articles 4, 5, 6, 7, and 8 of this Circular;
b) Recommend the Minister of Education and Training to approve and allow the use of textbooks.
4. The Council's structure includes: Chairman, Vice-Chairman, Secretary, and Members.
5. The Council and its members are responsible for the content and quality of the appraisal.

What are the responsibilities and powers of the members of the Textbook Appraisal Council in Vietnam?
According to Article 14 of the Regulation issued with Circular 33/2017/TT-BGDDT, the regulations on the responsibilities and powers of the Chairman, Vice-Chairman, Secretary, and members of the Council are as follows:
* Council Chairman

- Responsible to the Minister of Education and Training for the activities of the Council;
- Responsible for coordinating with the appraisal organization unit according to the provisions of Clause 1, Article 19 of the Regulation issued with Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 10, Article 1 Circular 05/2022/TT-BGDDT and amended by Clause 2, Article 1 Circular 23/2020/TT-BGDDT);
- Develop and execute the work plan of the Council according to the specified schedule; assign tasks to Council members;
- Direct Council meetings; preside over the adoption of the minutes of each Council meeting;
- Report and cooperate with the appraisal organization unit to handle any arising unusual situations during the appraisal process;
- Suggest additions or changes to Council members (if needed);
- Delegate specific tasks to the Vice-Chairman of the Council. The delegation content must be in writing and kept in the Council's working records;
- Perform other responsibilities and powers as per Clause 4, Article 14 of the Regulation issued with Circular 33/2017/TT-BGDDT.
* Vice-Chairman of the Council
- Responsible for tasks assigned or delegated by the Chairman of the Council;
- Assist the Chairman of the Council in preparing content, work programs, and organizing Council meetings;
- Perform other responsibilities and powers as per Clause 4, Article 14 of the Regulation issued with Circular 33/2017/TT-BGDDT.
* Council Secretary
- Assist the Chairman and Vice-Chairman in preparing working documents for Council meetings;
- Record the minutes, compile reports, summarize opinions, and recommendations in Council meetings; responsible for the completeness and truthfulness of the meeting minutes;
- Upon receiving the Council's final report, compile and transfer all related documents to the appraisal organization unit;
- Perform responsibilities and powers of a Council Member as per Clause 4, Article 14 of the Regulation issued with Circular 33/2017/TT-BGDDT.
* Council Members:
- Perform textbook appraisal tasks as stipulated in Article 16 of the Regulation issued with Circular 33/2017/TT-BGDDT (amended by Clause 7, Article 1 Circular 05/2022/TT-BGDDT) and other tasks assigned by the Chairman of the Council;
- Participate fully in Council meetings; in cases of absence, must obtain the Chairman's written permission;
- Be personally responsible for their comments and evaluations during the textbook appraisal process;
- Request sufficient documentation related to the appraisal process; retain personal opinions; send personal opinions to the appraisal organization unit in writing.
