Currently, the Education Law 2019 and its guiding documents do not define the concept of an upper secondary school report. However, an upper secondary school report records the students' learning journey and continues to follow them afterward. The report can note both the strengths and weaknesses, and shortcomings of the upper secondary school students.

The latest upper secondary school report template is stipulated in Circular 22/2021/TT-BGDDT. The upper secondary school report according to Circular 22 is as follows:

What are guidelines for using the school report according to Circular 22?

Circular 22/2021/TT-BGDDT provides guidance on using school reports as follows:

[1] General Regulations

- Student school reports are managed and preserved by the school; at the beginning of the school year, the end of the semester, and the end of the school year, they are handed over to the homeroom teacher to record in the report and collected back after completion.

- The content on page 1 must be fully filled when creating the report; the principal signs and stamps to confirm the learning process each school year from grade 10 to grade 12.

[2] Subject Teachers

- Record the average score or evaluate the learning results of each subject each semester and the whole year; comment on the progress, prominent advantages, and main limitations (if any) of the student.

- When making corrections (if any), use a red pen to strike through the old content, write the new content above the position of the old content on the right, and sign to confirm the correction next to the altered content.

[3] Homeroom Teacher

- Receive and return the student's report to the school office.

- Urge the subject teachers to record the average score or evaluate the student's learning results in the report.

- Fully record the content on page 1, the initial content of the subsequent pages, and comment on the student's conduct and learning results for each school year.

- Record the aggregated evaluation results; levels of re-evaluation or additional practice during summer vacation (if any); assess the extent of task completion for students who must undertake additional practice during summer vacation (if any).

- Clearly indicate whether the student is promoted to the next grade or not; whether they have completed or not completed the upper secondary program; certificates (if any), competition results (if any), and commendations (if any).

- Note the student's progress, prominent advantages, main limitations, and notable expressions during the conduct and learning process; and issues requiring further guidance during the conduct and learning.

[4] Principal

- Approve the student's report at the end of the school year.

- Check the management, preservation, and recording of the reports.

Additionally, you can refer to the regulations on creating reports, recording in books, and preserving books in Circular 1947-TT-PT 1956 (currently outdated, only for reference purposes).

What are assessment requirements for upper secondary school students in Vietnam?

According to Article 4 of Circular 22/2021/TT-BGDDT, the assessment requirements for upper secondary school students in Vietnam are as follows:

Assessment requirements

1. Conduct assessment based on requirements under formal education program.

2. Conduct assessment while ensuring accuracy, integrity, fairness, honesty, and objectivity.

3. Conduct assessment via multiple methods, forms, techniques, and tools; combine regular assessment and periodic assessment.

4. Conduct assessment for student’s improvement; prioritize motivating and encouraging efforts of students in training and learning; do not compare students with one another.

Thus, the assessment of upper secondary students must be based on the required results outlined in the general education program. It should ensure accuracy, comprehensiveness, fairness, honesty, and objectivity, meeting the following additional requirements:

- Conduct assessment via multiple methods, forms, techniques, and tools; combine regular assessment and periodic assessment.

- Conduct assessment for student’s improvement; prioritize motivating and encouraging efforts of students in training and learning; do not compare students with one another.

According to Article 2 of Circular 22/2021/TT-BGDDT, there are two specific student assessment activities: regular assessment and periodic assessment:

- Regular assessment refers to the acts of assessing training and learning results of students which take place during teaching process as per requirements under the formal education program

The purpose of regular assessment is to provide feedback to teachers and students to promptly adjust teaching process; supporting and promoting development of students; verifying attained results of students during implementation of training and learning tasks.

- Periodic assessment refers to the acts of assessing training and learning results after a certain period in a school year in order to identify level of accomplishment of training and learning tasks of students as per requirements under the formal education program;

Periodic assessment activities provide feedback to education officials, teachers, and students to adjust teaching activities; verifying attained results of students.
