What general information about universities in Vietnam must be disclosed?

According to Article 4 of Circular 09/2024/TT-BGDDT, universities must disclose general information about the university as follows:

- University name (including foreign name, if any).

- Address of the main office and other operational addresses of the university, telephone number, email address, electronic portal, or website of the university (hereinafter referred to as the electronic portal).

- Type of university, directly managing agency/organization or owner; name of the investor establishing the university, country/territory (for foreign-invested universities); list of organizations and individuals contributing investment capital (if any).

- Mission, vision, and goals of the university.

- Summary of the establishment and development process of the university.

- Information on legal representative or spokesperson or contact representative, including: Full name, position, work address; telephone number, email address.

- Organizational structure:

+ Establishment decision, permission to establish, merge, divide, allow educational activities, suspend educational activities of the university or university branch (if any);

+ Decision recognizing the university council, chairman of the university council and list of university council members;

+ Decisions on reassignment, appointment, recognition of the rector, vice-rector, director, deputy director, or head, deputy head of the university;

+ Organizational and operational regulations of the university; functions, tasks, powers of the university and its units, affiliated units, members (if any); organizational structure diagram of the university;

+ Decisions on the establishment, merging, division, dissolution of units, affiliated units, members (if any);

+ Full name, position, telephone number, email address, work address, duties, responsibilities of university leaders and leaders of units, affiliated units, members of the university (if any).

- Other documents of the university: Development strategy of the university; democratic regulations at the university; resolutions of the university council; regulations on administrative, human resource, financial management; policies for attracting and developing teaching staff and education management staff; recruitment plans and notices of the university and other internal regulations (if any).

What financial information must universities in Vietnam disclose?

According to Article 5 of Circular 09/2024/TT-BGDDT, universities must disclose the following financial information:

- Financial situation of the university in the fiscal year prior to the reporting period as prescribed by law, including the structure of revenues and expenditures as follows:

+ Revenues categorized by: Funding sources (state budget, investor support; tuition fees, fees and other charges from learners; sponsorship funds and contracts with external parties; other revenue sources) and type of activity (education and training; science and technology; other activities);

+ Expenditures categorized by: Salary and income expenditures (salary, allowance, additional salary, and other salary-like expenditures for teachers, lecturers, management staff, employees,...); infrastructure and service expenditures (purchases, maintenance, repairs, and operations of infrastructure, equipment, hiring services directly serving educational activities, training, research, team development,...); support expenditures for learners (scholarships, allowances, living support, activities, awards,...); other expenditures.

- Fees and charges for learners, including: tuition fees, fees, all fees and charges other than tuition fees and fees (if any) in the academic year and expected for each subsequent academic year of the level or course of the university before enrollment, application.

- Policies and annual results of implementing policies on allowances and tuition fee exemptions, reductions, and scholarships for learners.

- Remaining balance of funds as prescribed, including special funds (if any).

- Other public financial information in accordance with regulations on finance, budget, accounting, auditing, and grassroots democracy.

What is the purpose of disclosing information in university operations in Vietnam?

According to Article 2 of Circular 09/2024/TT-BGDDT, the purpose of disclosing information in university operations is as follows:

- Transparency of related information of the university so that educators, education management staff, employees, learners, families of learners, and society know, participate in supervising the activities of the university.

- Enhancing accountability of the university.
