Pursuant to Clause 3, Article 2 of Decree 86/2018/ND-CP, an integrated education program is a Vietnamese educational program integrated with a foreign educational program, ensuring the objectives of the Vietnamese educational program and non-duplication in content and knowledge.

2. Competence and procedures for granting integrated education programs.
a) The Minister of Education and Training approves the integrated education program;
b) The Department of Education and Training sends 01 set of documents directly or by post to the Ministry of Education and Training;
c) Within 20 working days from the date of receiving the complete application as prescribed in Clause 2, Article 9 of this Decree, the Ministry of Education and Training is responsible for appraising the integrated education program and notifying the results in writing to the Department of Education and Training;
d) In case the application is not complete, within 05 working days from the date of receipt of the application, the Ministry of Education and Training shall notify in writing directly or by post or email to the Department of Education and Training that submitted the application.
Thus, the authority to approve the integrated education program belongs to the Minister of Education and Training.
Principles of integrating educational programs in Vietnam
Pursuant to Article 2 of Circular 04/2020/TT-BGDDT, the principles of integrating educational programs are as follows:
The integration of educational programs must comply with the regulations in Articles 6, 7, and 8 of Decree 86/2018/ND-CP and the following provisions:
- Ensure scientific, reasonable, feasible, and appropriate implementation conditions in Vietnam.
- The content and duration of the integrated education program must be appropriate to the students' psychological age, customs, and traditions of Vietnam; must not have social prejudices based on gender, race, religion, or social status.
- The integrated education program must be oriented in terms of educational methods, forms of education, and assessment of educational outcomes, serving as a basis for developing the school's educational plan.
- The integrated education program must stipulate the conditions for implementation, including organizing and managing the program; the team of management staff, teachers, and employees; facilities and educational equipment.
Regulations on integrating preschool and general education programs in Vietnam
* Integrating preschool educational program
Pursuant to Article 3 of Circular 04/2020/TT-BGDDT, the integration of preschool educational programs is regulated as follows:
- The integrated education program is developed based on the Vietnamese preschool education program, supplementing the developmental fields or educational content and activities of the foreign preschool education program that the Vietnamese preschool education program does not have; integrating developmental fields present in both programs to ensure the objectives of the Vietnamese and foreign educational programs.
- The integration of programs is carried out according to the developmental fields or groups of developmental fields for children, based on the content and educational activities of the developmental fields of one of the two programs, supplemented with the content and educational activities of the developmental fields of the other program that the first program does not have to ensure the objectives of the developmental fields of both programs.
- Documents and explanatory materials for the integration of the preschool educational program include:
+ The educational plan, clearly stating the names of the developmental fields, educational activities; duration, teaching language;
+ A comparison of the developmental fields, content, and educational activities of the two educational programs used for integration.

Pursuant to Article 4 of Circular 04/2020/TT-BGDDT, the integration of general educational programs is regulated as follows:
- The integrated education program is developed based on the Vietnamese general education program, supplementing the subjects and educational activities of the foreign general education program that the Vietnamese general education program does not have; integrating the subjects present in both programs to ensure the objectives of the Vietnamese and foreign general education programs.
- The integration of programs is carried out according to the subjects or groups of subjects, based on the subjects or groups of subjects of one of the two programs, supplemented with the content of the subjects or groups of subjects of the other program that the first program does not have to ensure the objectives of the subjects or groups of subjects of both programs.
- Documents and explanatory materials for the integration of the general educational program include:
+ The educational plan, clearly stating the names of the subjects, groups of subjects; duration, teaching language;
+ A comparison of the subjects or groups of subjects of the two educational programs used for integration.
