What is the highest salary for grade 2 preschool teachers in Vietnam when the statutory pay rate is increased to 2.34?
Based on Article 8 of Circular 01/2021/TT-BGDDT, regulation on salary classification for public employees appointed to professional titles for preschool teachers is as follows:
Salary Classification
1. Public employees appointed to professional titles for preschool teachers as regulated in this Circular are subject to the corresponding salary scale issued under Decree 204/2004/ND-CP on December 14, 2004, by the Government of Vietnam on salary policies for officials, public employees, and armed forces. Specifically:
a) Grade 3 Preschool Teacher, code V.07.02.26, applies the salary coefficient for public employees type A0, from salary coefficient 2.10 to salary coefficient 4.89;
b) Grade 2 Preschool Teacher, code V.07.02.25, applies the salary coefficient for public employees type A1, from salary coefficient 2.34 to salary coefficient 4.98;
c) Grade 1 Preschool Teacher, code V.07.02.24, applies the salary coefficient for public employees type A2, group A2.2, from salary coefficient 4.0 to salary coefficient 6.38.
2. Salary classification upon appointment to professional titles is guided according to Clause 1, Section II of Circular 02/2007/TT-BNV on May 25, 2007, by the Ministry of Home Affairs guiding salary recalculation on upgrading, transitioning types of officials and public employees, and according to current legal regulations. Upon implementing a new salary policy, salary classification will be conducted according to regulations by the Government of Vietnam.
A Grade 2 Preschool Teacher, code V.07.02.25, applies the salary coefficient for public employees type A1, from salary coefficient 2.34 to salary coefficient 4.98.
Moreover, on June 30, 2024, the Government of Vietnam issued Decree 73/2024/ND-CP regulating statutory pay rate and bonus policies for officials, public employees, and armed forces. The statutory pay rate from July 1, 2024, is 2,340,000 VND/month.

Which allowances for teachers in Vietnam shall be cut after July 1, 2024?
* Note: As the salary reform per Resolution 27-NQ/TW of 2018 has not been implemented, allowances for teachers will not be cut after July 1, 2024.
However, after implementing the salary reform as per Resolution 27-NQ/TW of 2018, the following allowances may be cut, including: seniority allowance; leadership position allowance; Party, socio-political organization work allowance; public service allowance; hazardous and dangerous allowance.
The following four allowances for teachers at all levels will no longer be received after completing salary reform per Resolution 27-NQ/TW of 2018.
(1) Seniority allowance for teachers.
(2) Leadership position allowance.
(3) Party, socio-political organization work allowance.
(4) Hazardous and dangerous allowance.
However, in reality, only the seniority allowance undergoes significant changes; the remaining allowances are adjusted, merged, or included in other amounts when the salary reform is implemented.
Upon implementing salary reform as per Resolution 27, two new allowances will be introduced:
(1) Professional allowance based on merging preferential professional allowances, responsibility allowances, and hazardous and dangerous allowances.
(2) Allowances for working in specially difficult areas based on merging special allowances, attraction allowances, and long-term work allowances in areas with specially difficult socio-economic conditions.
Additionally, without the seniority allowance, long-serving teachers will lose a considerable income, but the transition from the current salary to the new salary from July 1 ensures it is not lower than the previous salary. Therefore, teachers can be assured about not receiving the seniority allowance.
At what professional title level are grade 2 preschool teachers in Vietnam appointed when meeting the criteria?
Based on Article 7 of Circular 01/2021/TT-BGDDT (amended by Clause 9, Article 1 of Circular 08/2023/TT-BGDDT), the cases of appointment to professional titles for preschool teachers are as follows:
- Public employees who have been appointed to the professional titles for preschool teachers as regulated in Joint Circular 20/2015/TTLT-BGDDT-BNV (this circular has expired and been replaced by Circular 01/2021/TT-BGDDT) are now appointed to the professional titles for preschool teachers as regulated in this Circular as follows:
+ Appointed to the professional title of grade 3 preschool teachers (code V.07.02.26) for grade 4 preschool teachers (code V.07.02.06) who meet the educational standards of grade 3 preschool teachers (code V.07.02.26);
+ Appointed to the professional title of grade 3 preschool teachers (code V.07.02.26) for grade 3 preschool teachers (code V.07.02.05);
+ Appointed to the professional title of grade 2 preschool teachers (code V.07.02.25) for grade 2 preschool teachers (code V.07.02.04).
- Grade 2 preschool teachers (code V.07.02.25) is appointed to the professional title of grade 1 preschool teachers (code V.07.02.24) when identified as a successful candidate in the exam or evaluation for promotion from Grade 2 to Grade 1.
Thus, according to the regulations, a grade 2 preschool teacher will be appointed to the professional title of grade 2 preschool teachers.
In case a grade 2 preschool teacher is a successful candidate in the exam or evaluation for promotion, they will be elevated to Grade 1.
