What is the health insurance premium for teachers in Vietnam?

According to Point 1.2 Clause 1 Article 17 of the Procedure promulgated with Decision 595/QD-BHXH of 2017, regulations on participants in health insurance are as follows:

Health insurance participants as stipulated in Article 12 of the Law on Health Insurance and guiding documents. To be specific:

  1. For participants at Points 1.1 and 1.2, Clause 1, Article 17: the monthly contribution rate is 4.5% of the monthly salary, in which the employer contributes 3%; the employee contributes 1.5%. The monthly salary for health insurance contribution is the mandatory social insurance salary stipulated in Article 6.

For participants stipulated at Point 1.4, Clause 1, Article 17: the monthly contribution rate is 4.5% of the monthly salary according to the rank and allowances (for employees following state salary policies) or 4.5% of the monthly salary in the labor contract (for employees receiving salaries as per employer regulations); in which, the security unit contributes 3%, the employee contributes 1.5%.

Thus, teachers are compulsory participants in health insurance, with a health insurance contribution rate of 1.5%.

Is the seniority allowance for teachers in Vietnam included in health insurance premiums?

According to Article 4 of Decree 77/2021/ND-CP, regulations on seniority allowance are as follows:

Seniority allowance levels

  1. Teachers participating in teaching and education with mandatory social insurance contributions for 5 years (60 months) are entitled to a seniority allowance equal to 5% of their current salary plus the position allowance and over-frame seniority allowance (if any). From the sixth year onward, each year (12 months) is counted as an additional 1%.
  1. The seniority allowance is calculated and paid along with the monthly salary and is included in the calculations for social insurance, health insurance, and unemployment insurance contributions.

Thus, the seniority allowance for teachers is calculated and paid along with the monthly salary and included in the health insurance contributions.

If medical facilities do not provide services after office hours, when can teachers in Vietnam fully benefit from health insurance?

According to Clause 2 Article 28 of the Law on Health Insurance 2008, stipulations are as follows:

  1. In case of referral for treatment, health insurance participants must have a referral dossier from the medical facility.
  1. For follow-up examinations as required for treatment, participants must have a follow-up appointment card from the medical facility.

Additionally, Article 11 of Circular 40/2015/TT-BYT stipulates the cases identified as proper referrals for health insurance medical examination and treatment as follows:

  1. Emergency cases:

a) Patients receive emergency treatment at any medical examination and treatment facility. The receiving physician or medical officer assesses, identifies the emergency situation, and records it in the medical dossier.

b) After the emergency treatment phase, patients are transferred to inpatient treatment at the medical facility that received them for emergency treatment or are transferred to another medical facility for continued treatment as required by medical competence or returned to the initial registered facility after stabilization.

  1. Cases where patients are referred for examination or treatment for other detected or arising illnesses beyond those noted in the referral documentation, the receiving medical facility shall perform examinations and treatments within its professional scope.

In emergency situations, to ensure prompt treatment, teachers can visit any medical facility. In such scenarios, teachers are entitled to full health insurance benefits.

Furthermore, the receiving physician or medical officer assesses and identifies the emergency situation and records it in the medical dossier.

Thus, if the medical facility does not provide services after office hours, teachers can still fully benefit from health insurance in emergency cases.
