Nomination Quotas

  1. Principles of determining nomination quotas

a) Nomination quotas are determined on a yearly basis and assigned by competent authorities according to each profession and training level;

b) Nomination quotas are developed and proposed by the Commune People's Committee or ward, commune-level town (hereinafter collectively referred to as the Commune People's Committee).

  1. Bases for proposing nomination quotas

a) Based on the mission requirements, job positions, number of working personnel, and the number of officially assigned positions for the job positions that are officials;

b) Based on the job needs, job positions, number of assigned working personnel, professional title standards, and salary fund of the public service provider for the job positions that are public employees;

c) Based on the economic - social development plans and orientations of the locality with the nominating subjects stipulated in Clause 1, Article 2 of this Decree.

What are the rights and obligations of learners under the nomination policies for ethnic minority students in Vietnam?

Based on Article 5 of Decree 141/2020/ND-CP regulating the rights and obligations of learners under the nomination policies for ethnic minority students:

- Learners under the nomination policies have the following rights:

+ To be fully informed about the nomination policies;

+ To receive scholarships, tuition exemption, and other preferential policies according to the current regulations of the State during the training period;

+ To have their documents received for consideration and job arrangement after graduation.

- Learners under the nomination policies have the following obligations:

+ To commit prior to being nominated and comply with the commitment to return to work at the locality after graduation;

+ To comply with the regulations of the law and the rules of the educational institutions; complete the training program as stipulated in Article 9 of this Decree;

+ To reimburse the scholarship and training costs if falling under the cases stipulated in Article 13 of Decree 141/2020/ND-CP.

What are the general admission standards under the nomination policies for ethnic minority students in Vietnam?

Based on Article 6 of Decree 141/2020/ND-CP regulating admission standards under the nomination policies:

Admission Standards under the Nomination Policies

1. General standards

a) Permanently residing for at least 05 consecutive years up to the year of admission in areas with particularly difficult socio-economic conditions; having biological parents or adoptive parents (or either biological or adoptive father or mother), or direct caregivers living in these areas;

b) Meeting preliminary criteria for professions that require preliminary selection;

c) Not exceeding 22 years of age by the year of admission and having sufficient health as per current regulations.

  1. In addition to the general standards stipulated in Clause 1 of this Article, those nominated for university admission must meet the following specific standards:

a) Graduated from high school;

b) Conduct rating for high school years classified as good;

c) Academic performance in the final year of high school classified as fairly good or higher;

d) Attended for 03 full academic years and graduated from a high school in the designated enrollment area or at an ethnic boarding high school.

Thus, the general admission standards under the nomination policies for ethnic minority students include:

- Permanently residing for at least 05 consecutive years up to the year of admission in areas with particularly difficult socio-economic conditions; having biological parents or adoptive parents (or either biological or adoptive father or mother), or direct caregivers living in these areas;

- Meeting preliminary criteria for professions that require preliminary selection;
