Based on Article 8 of the Regulation on Management of Lower Secondary School Graduation Diplomas, Upper Secondary School Graduation Diplomas, University Degrees, and Certificates of the National Education System, issued together with Circular 21/2019/TT-BGDDT as follows:
Language Recorded on Diplomas and Certificates
The language recorded on diplomas and certificates is Vietnamese. For diplomas and certificates that also record a foreign language, the foreign language must be accurately recorded and must correspond with the Vietnamese content; the size of the foreign language text must not be larger than the Vietnamese text.
In accordance with the regulation, lower secondary school diplomas are typically recorded in Vietnamese.
However, for diplomas and certificates that also record a foreign language, the foreign language must be accurately recorded and must correspond with the Vietnamese content; the size of the foreign language text must not be larger than the Vietnamese text.
Thus, a lower secondary school diploma can indeed be recorded in a foreign language.

What is the form for issuing lower secondary school graduation diploma in Vietnam?
Based on Article 9 of the Regulation on Management of Lower Secondary School Graduation Diplomas, Upper Secondary School Graduation Diplomas, University Degrees, and Certificates of the National Education System, issued together with Circular 21/2019/TT-BGDDT as follows:
Printing Templates for Lower Secondary School Graduation Diplomas, Upper Secondary School Graduation Diplomas, and Certificates of the National Education System
1. The Ministry of Education and Training prints the templates for lower secondary school graduation diplomas, upper secondary school graduation diplomas, and certificates of the national education system according to the number registered by authorized agencies.
The process of managing the printing, security, serial numbers, storage, and issuance of diploma and certificate templates follows the regulations of the Minister of Education and Training.
2. Universities and teacher training institutions are allowed to print certificate templates of the national education system according to the template specified by the Minister of Education and Training after reporting in writing to the Ministry of Education and Training. The certificate template must be reported to the Ministry of Education and Training, the direct management agency, and the police department of the province or centrally governed city where the educational institution is headquartered.
Higher education institutions and teacher training institutions print certificate templates of the national education system according to the templates regulated by the Minister of Education and Training after reporting in writing to the Ministry of Education and Training.
The form for issuing lower secondary school graduation diplomas in Vietnam is stipulated in Appendix 1 issued together with Decision 821/QD-BGDDT in 2020.

Where shall the lower secondary school graduation diploma templates in Vietnam be stored?
Based on Article 5 of the Regulation issued together with Decision 821/QD-BGDDT in 2020, the storage of lower secondary school graduation diploma templates is stipulated as follows:
Storage of Diploma and Certificate Templates
1. Facilities and equipment for storing diploma and certificate templates
a) The repository for diploma and certificate templates is where diploma and certificate templates are kept and stored. The repository must ensure fire and explosion prevention equipment, sufficient area, and meet environmental and security requirements.
b) The equipment for storing diploma and certificate templates includes: Cabinets, safes, shelves, racks, tables, chairs, air conditioners, dehumidifiers, vacuum cleaners, ventilation fans, anti-mold and pest control chemicals.
2. The Quality Management Department is responsible for periodically checking the storage of diploma and certificate templates
a) Monthly: Inspect the sanitation and security of the area where diploma and certificate templates are stored.
b) Quarterly: Check the quality and storage conditions of diploma and certificate templates.
c) Annually: Spray pesticides and maintain the equipment used for diploma and certificate template storage.
Thus, in accordance with the regulations, the lower secondary school graduation diploma templates will be stored in repositories that keep and store diploma and certificate templates.
The repository for diploma and certificate templates must ensure fire and explosion prevention equipment, sufficient area, and meet environmental and security requirements.
In the repository, equipment for storing diploma and certificate templates includes: Cabinets, safes, shelves, racks, tables, chairs, air conditioners, dehumidifiers, vacuum cleaners, ventilation fans, anti-mold and pest control chemicals.
Additionally, the management of diploma and certificate templates must:
- Ensure strict control to prevent loss.
- Diploma and certificate templates must have security features (insurance stamps, barcodes, other marks).
The Director of the Quality Management Department is responsible for choosing security features on diploma and certificate templates that ensure aesthetics, security, and difficulty to counterfeit. The security features for identifying diploma and certificate templates are held by the Director of the Quality Management Department and the Chief of the Diplomas and Certificates Management Department authorized to serve security, printing, identification, and anti-counterfeiting of diploma and certificate templates.
- Diploma and certificate templates are numbered (serial) before being issued to the units receiving the diploma and certificate templates.
Each diploma and certificate template has a unique serial number. The Director of the Quality Management Department regulates the serial number of diploma and certificate templates. (according to Clause 2, Article 4 of the Regulation issued together with Decision 821/QD-BGDDT in 2020).
