What is the summary of standards for recognition of standard achievement of educational universalization for primary education in Vietnam?

*Criteria for recognized standard achievement of primary educational universalization at level 1 (stated in Article 9 of Decree 20/2014/ND-CP)

- For individuals: Must finish the primary educational program.

- For communes:

+ The percentage of 6-year old admitted to form 01 must reach at least 90%;

+The percentage of 14-year children finishing the primary educational program must reach at least 80% and 70% for communes with extremely difficult socio-economic conditions;

- For districts: At least 90% of communes must be recognized to have met the standard of primary educational universalization at level 1.

- For provinces: There must be 100% districts recognized to have met the standard of primary educational universalization at level 1.

*Criteria for recognized standard achievement of primary educational universalization at level 2 (stated in Article 10 of Decree 20/2014/ND-CP)

- For communes:

+ Ensuring criteria for recognized standard achievement of primary educational universalization at level 1;

+ The percentage of 6-year old admitted to form 01 must reach at least 95%;

+ The percentage of 11-year children finishing the must reach at least 80% and 70% for communes with extremely difficult socio-economic conditions; the remaining 11-year children are attending primary classes.

- For districts: At least 90% of communes must be recognized to have met the standard of primary educational universalization at level 2.

- For provinces: There must be 100% districts recognized to have met the standard of primary educational universalization at level 2.

- For communes:

+ Ensuring the criteria for recognized standard achievement of primary educational universalization at level 2;

+ The percentage of 6-year old admitted to form 01 must reach at least 98%;

+ The percentage of 11-year children finishing the must reach at least 90% and 80% for communes with extremely difficult socio-economic conditions; the remaining 11-year children are attending primary classes.

- For districts: At least 90% of communes must be recognized to have met the standard of primary educational universalization at level 3.

- For provinces: There must be 100% districts recognized to have met the standard of primary educational universalization at level 3.

What are the methods of evaluating the primary educational universalization program in Vietnam?

Based on Article 5 of Circular 10/2022/TT-BGDDT, the content and evaluation methods are specified as follows:

1. Evaluation content

a) Evaluate the learning process, progress, and results of the students satisfying the required achievements and specific manifestations concerning the components of each subject according to the Literacy Elimination Program.

b) Evaluate the formation and development of students' qualities and capabilities through the main qualities and core competencies as prescribed by the Literacy Elimination Program.

2. Evaluation methods

a) Evaluation by comments

- Teachers observe students during class and record their manifestations to use as evidence to evaluate the students' learning and training process;

- Teachers make comments and assessments of students' products and activity results, thereby assessing students according to the relevant evaluation contents;

- Teachers communicate with students through Q&A to gather information to promptly provide comments and assistance;

- Teachers comment through students' oral or written self-assessment and their participation in commenting on other students or student groups in performing training and learning tasks.

b) Evaluation by scores: Teachers use tests that include questions and tasks designed to meet the required achievements of the Literacy Elimination Program, in the form of multiple-choice, essay, or a combination of both to evaluate the achievement levels of the educational content that needs to be evaluated.

Thus, according to the above regulations, there are currently two methods of evaluating the Primary Education Universalization Program: [1] Evaluation by comments; [2] Evaluation by scores.

When evaluating by comments, teachers will:
