Based on Clause 1, Article 2 of the Regulations on Distance Learning at University Level, issued together with Circular 28/2023/TT-BGDDT, the distance learning university system is defined as follows:

"The form of distance learning is a form of training where 50% or more of the total training program is conducted through one or a combination of the following methods: Computer networks and telecommunications, Correspondence, Broadcasting - Television."

Thus, the distance learning university system is one of the forms of university education offered by universities to serve the needs of learners who do not have time.

This form of distance learning university will be conducted through Online or Telecommunications, Correspondence, Broadcasting - Television.

Pursuant to Article 12 of the Law on Higher Education 2019, university degrees are regulated as follows:

Degrees and certificates

1. Degrees of the national education system are awarded to learners after graduation or upon completion of educational programs, meeting the output standards of the corresponding level as prescribed by this Law.

2. Degrees of the national education system include junior high school diplomas, high school diplomas, intermediate diplomas, college diplomas, bachelor's degrees, master's degrees, doctoral degrees, and equivalent degrees.

3. Certificates of the national education system are issued to learners to confirm learning results after being trained, upgraded in educational standards, profession, or awarded upon taking exams for a certificate.

4. Degrees and certificates issued by educational institutions of various types and forms within the national education system have equal legal value.

5. The Government of Vietnam promulgates the system of university degrees and prescribes equivalent degrees for some specialized training fields.

The law clearly stipulates that degrees and certificates issued by educational institutions of various types and forms within the national education system have equal legal value.

Thus, university degrees obtained through distance learning or other degrees and certificates have the same legal value without distinction.

Does the distance learning program in Vietnam need to be disclosed to learners before enrollment?

Based on Clause 4, Article 3 of the Regulations on Distance Learning at University Level, issued together with Circular 28/2023/TT-BGDDT:

Distance learning program and study time

1. The distance learning program is the training program applied to the corresponding regular training field at the training institution (hereinafter referred to as regular training program) adjusted and specifically described in the detailed syllabus of each course module to suit the distance learning form in teaching-learning methods, teaching-learning duration, learning materials, and evaluation of learning outcomes, in which the use of Computer networks and telecommunications methods is primarily required.

2. The distance learning program has a standard study plan for the entire course with different study progress to guide learners, where the total time according to the standard study plan for the entire course is not shorter than the form of regular training.

3. For intermediate learners who have been exempted from accumulated credits, the maximum time for course completion is determined based on the standard study plan reduced corresponding to the exempted credits.

4. The distance learning program must be disclosed to learners before enrollment and at the beginning of the course; any changes or adjustments related to the training program are implemented according to current regulations and announced before application, not causing adverse effects on learners. Annually, the training institution reviews, evaluates, and updates the distance learning program.
