What is the amount of scholarship that ethnic minority pre-university students are entitled to in Vietnam?
According to Clause 2, Article 2 of Joint Circular 109/2009/TTLT/BTC-BGDDT, the scholarships that ethnic minority pre-university students are entitled to in Vietnam are stipulated as follows:

2. Scholarship:
- Students studying at boarding ethnic minority high schools under the Ministry of Education and Training, provinces, districts, and ethnic minority pre-university schools are entitled to a policy scholarship equivalent to 80% of the state's minimum salary and are entitled to 12 months per year. For training programs under one year or those with final years shorter than 12 months, the scholarship will be granted according to the actual number of study months in that academic year, as stipulated in Section II, Joint Circular No. 23/2008/TTLT/BGDDT-BLDTBXH-BTC dated April 28, 2008, by the Ministry of Education and Training, Ministry of Labor, Invalids and Social Affairs, and Ministry of Finance guiding the implementation of Decision No. 152/2007/QD-TTg dated September 14, 2007, of the Prime Minister on policy scholarships for students studying at educational institutions within the national education system.
- In case a student is expelled due to disciplinary reasons, they will not receive the policy scholarship.
- In case a student is suspended, they will not receive a scholarship during the suspension period, except if the suspension is due to illness, accidents, repeating a year, or suspensions for other reasons not related to discipline or voluntary dropout.
- If a student has to repeat a class, they will only be entitled to half the scholarship for that repeated year. If they still do not meet academic requirements by the third year, they will be sent back to their locality. Each student is allowed to repeat a grade only once for each educational level.
- Students of boarding ethnic minority high schools and ethnic minority pre-university schools who are entitled to policy scholarships and simultaneously entitled to social allowances and preferential allowances as stipulated in Article 31, Decree No. 54/2006/ND-CP dated May 26, 2006, of the Government of Vietnam guiding the implementation of several provisions of the ordinance on preferential treatment for revolutionary activists, are still entitled to social allowances and preferential allowances according to the provisions of Decree No. 54/2006/ND-CP and guiding documents.
Thus, students at ethnic minority pre-university schools receive a scholarship equivalent to 80% of the state's minimum salary and are entitled to it for 12 months of the year.

How do ethnic minority pre-university schools conduct financial auditing and inspection in Vietnam?
According to Article 3 of Joint Circular 109/2009/TTLT/BTC-BGDDT, the financial auditing and inspection procedures for ethnic minority pre-university schools are as follows:
* Budget estimation work:
Ethnic minority boarding schools under the Ministry of Education and Training, provincial and district boarding schools, and ethnic minority pre-university schools will create annual budget estimates in accordance with Circular 59/2003/TT-BTC (which has been replaced by Circular 342/2016/TT-BTC).
* Accounting and finalization work:
Ethnic minority boarding schools and pre-university schools must comply with Decree 60/2003/ND-CP (replaced by Decree 163/2016/ND-CP) and must maintain accounting records to record, account, and finalize expenditures as prescribed in the administrative and non-business accounting regime promulgated in Decision 19/2006/QD-BTC dated March 30, 2006, by the Minister of Finance and current regulations.
* Financial auditing and inspection work:
Schools must implement public financial policies and regularly audit their accounting records and the use of funds.
The superior educational management agency coordinating with the same-level finance agency will organize regular inspections and approve schools' financial report finalizations according to current regulations.
Is an ethnic minority pre-university school considered a specialized school in Vietnam?
According to Clause 1, Article 2 of the Organization and Operations Regulations of pre-university schools issued with Circular 24/2011/TT-BGDDT, it is stipulated as follows:

1. pre-university schools are considered specialized schools. The state establishes pre-university schools for ethnic minority children, children of families residing long-term in areas with particularly difficult socio-economic conditions, to help train and supply cadres for these regions.
2. pre-university schools receive priority in investment in facilities, equipment, and budget, and are allowed to appoint eligible officials, teachers, and staff to ensure the teaching and learning activities.
3. Management officials, teachers, staff, and students of pre-university schools are entitled to preferential policies as prescribed by the state.
And according to Clause 2, Article 1 of the Organization and Operations Regulations of pre-university schools issued with Circular 24/2011/TT-BGDDT, it is stipulated as follows:
Scope and Subjects of Application
1. These regulations stipulate the organization and activities of pre-university schools, including: Organization and personnel; teachers, officials, staff, and learners; assets and finances; auditing, inspection, commendation, and handling of violations.
2. These regulations apply to pre-university schools, ethnic minority pre-university schools (hereinafter referred to as pre-university schools, abbreviated as PC), and related organizations and individuals.
Thus, an ethnic minority pre-university school is considered a specialized school.
