What are the regulations for the part-time higher education programs in Vietnam ?
Based on Article 4 of the Regulation on university education level, issued with Circular 08/2021/TT-BGDDT, the regulation of the part-time higher education programs is as follows:
- Teaching activities are carried out at the training institution or at the collaborating training institution according to the training linkage regulations in Article 5 of the Regulation on university education level, issued with Circular 08/2021/TT-BGDDT, except for practical, internship, field experience activities, and online teaching which can be conducted outside the training institution or the collaborating training institution;
- The teaching activity schedule is flexible in terms of days and weeks.
How much longer is the duration of a part-time higher education programs compared to a full-time program?
Based on Article 2 of the Regulation on university education level, issued with Circular 08/2021/TT-BGDDT, the regulation on training programs and study durations is as follows:
Training programs and study durations
1. The training program is built on a credit basis, structured from courses or modules (collectively referred to as courses), which must include mandatory courses and meet the current Ministry of Education and Training’s program standards. In the case of dual majors or major-minor disciplines, the training program must clearly show the shared and separate study loads for each discipline.
2. The content and outcomes of the training program apply uniformly across different training forms, methods, and learner categories. For graduates of different degrees or majors, the actual study load is determined based on the recognition or transfer of accumulated credits and exemptions within the training program.
3. The training program must be publicly disclosed to learners before admission and at the beginning of the course; any changes or adjustments related to the training program must follow current regulations and be announced before implementation, without negatively impacting students.
4. For each training form, the training program must provide a standard overall study plan to guide students.
a) The duration according to the standard overall study plan for full-time study must align with the duration specified in the National Education System Structure Framework and ensure that the majority of students complete the program;
b) The duration according to the standard overall study plan for part-time study must be at least 20% longer than that of the corresponding full-time program.
5. The maximum time for students to complete the course is regulated in the training institution’s regulations but does not exceed twice the duration according to the standard overall study plan for each training form. For students in bridge programs who have been exempted from accumulated credits, the maximum time to complete the course is determined based on the reduced duration corresponding to the exempted study load.
Additionally, the regulation on online teaching and learning is specified in Clause 2, Article 8 of the Regulation on university education level, issued with Circular 08/2021/TT-BGDDT as follows:

2. Online teaching and learning:
a) Training institutions are permitted to organize online classes when they meet current regulations on the application of information technology in management and online training organization; provide solutions to ensure quality and evidence of the quality of online classes being not lower than that of direct classes;
b) For full-time and part-time study, a maximum of 30% of the total training program load can be carried out via online classes. In cases of natural disasters, severe epidemics, and other force majeure events, training institutions shall follow the Ministry of Education and Training’s guidance.

According to the above regulation, the duration of the part-time higher education programs must be at least 20% longer than the full-time program of the same training program.
