What are the beginning-of-year fees for students at all levels in the new academic year in Vietnam?
The beginning-of-year fees for students in the academic year 2024-2025 include the following:
(1) Tuition fees: Implemented according to the provisions of Decree 81/2021/ND-CP of the Government of Vietnam.
According to Clause 2, Article 3 of Decree 81/2021/ND-CP, tuition fees are money that learners must pay to cover part or all the costs of educational and training services.
The Provincial People's Committee submits to the Provincial People's Council to decide the specific collection levels but not exceeding the ceiling stipulated.
The Provincial People's Council annually prescribes the specific tuition fees suitable to the actual conditions of each locality according to Article 9 of Decree 81/2021/ND-CP.
(2) Health insurance:
According to Article 7 of Decree 146/2018/ND-CP, the health insurance premium for students is 4.5% multiplied by the statutory pay rate multiplied by the number of months participating corresponding to the usage period of the health insurance card (the current statutory pay rate is 2,340,000 VND).
According to Article 8 of Decree 146/2018/ND-CP, students are eligible for a minimum of 30% support on the health insurance premium.
Annual health insurance premium = 4.5% x 2,340,000 x 12 x at most 70%
Thus, the maximum annual health insurance premium for students is 884,520 VND.
(3) Uniforms, sportswear, badges:
Applied according to Article 9 of Circular 26/2009/TT-BGDĐT, the cost for making, buying, renting, and borrowing uniforms and ceremonial attire is from the school's recurrent expenditure, student contributions, or other legitimate sources, and must be publicly disclosed.
The cost for uniforms, sportswear, and badges can also be collected at the beginning of the school year according to each school's regulations.
(4) Other fees
Other fees agreed upon between the school and parents in each locality or collected according to the Resolution of the Provincial/City People's Council will be applied per locality or unit, such as:
- Meal fees, boarding care, equipment for boarding services;
- Two sessions per day;
- Class funds;
- Supplies for preschool children;
- Student drinking water;
- Extra classes within the school...
(5) Voluntary contributions
According to the regulations of Articles 2 and 3 of Circular 16/2018/TT-BGDĐT, educational institutions are encouraged to mobilize and receive donations to implement the following activities:
- Equip facilities, tools for teaching and learning; equipment for scientific research; improvement, repair, and construction of items serving educational activities at the educational institution;
- Support educational, training, and scientific research activities within the educational institution.
The mobilization, reception, management, and use of donations must be disclosed and publicly listed at the educational institution receiving the donation and must comply with current legal regulations.
