What is guidance on organizing education on Fire Prevention and Fighting Knowledge and Skills for Students in Vietnam?

Based on Article 4 of Circular 06/2022/TT-BGDDT, the organization of fire prevention and fighting education for students is as follows:

(1). For Primary and Secondary Education

- Integrate into the content of the lessons of subjects in the official educational program.

- Through experiential activities, experiential activities - vocational guidance, life skills education activities, and club activities, summer activities.

(2). For Higher Education

- Integrate into the defense and security education subject and extracurricular activities.

- Coordinate with functional units in fire prevention, fighting, rescue, and salvage to organize training activities, practical exercises, and drills suitable to the educational programs of schools.

How to Organize Fire Prevention and Fighting Education for Students?

What are the Contents of Fire Prevention and Fighting and Rescue Knowledge and Skills for Students in Vietnam?

Based on Article 3 of Circular 06/2022/TT-BGDDT, the contents of fire prevention and fighting, and rescue knowledge and skills for students in Vietnam include:

- Content of law propagation and education on fire prevention, fighting, and rescue.

+ Legal documents, directives, and guidelines on fire prevention, fighting, and rescue according to the provisions of the Fire Prevention and Fighting Law and regulations of the Ministry of Education and Training.

+ Responsibilities of all levels, sectors, organizations, individuals, and families in fire prevention, fighting, and rescue work.

+ Dangerous nature, detriment, and consequences of fire and explosion for individuals, families, communities, and society.

+ Measures and procedures for fire prevention, fighting, and rescue at home, school, and community; responsibility for reporting incidents when fire, explosion, or accidents occur.

- Basic content, knowledge, and skills of fire prevention, fighting, and rescue integrated into official subjects specified in the preschool educational program, general education program issued by the Ministry of Education and Training, or in the educational programs of higher education institutions.

- Supplementary knowledge and skills of fire prevention, fighting, and rescue are provided by educational institutions to learners to meet the requirements specified in Article 5 of Circular 06/2022/TT-BGDDT, ensuring conformity to the school's conditions.

- Fire prevention, fighting, and rescue drill content includes: drills using firefighting equipment, rescue and salvage equipment (with real or simulated equipment), drills on evacuation plans when fires or explosions occur.

- Time allocation for supplementary activities and fire prevention and fighting drills:

For general education students, learners at continuing education centers ensure a minimum of 02 sessions/school year.

For university students ensure a minimum of 03 sessions/school year.

What are the learning outcomes for Students after completing progrom of Fire Prevention and Fighting Knowledge and Skills in Vietnam?

Based on Article 5 of Circular 06/2022/TT-BGDDT, the learning outcomes for Students after completing progrom of Fire Prevention and Fighting Knowledge and Skills in Vietnam include:

(1). For Primary School Students

- Recognize the signs of fire, accident risks. Identify fire alarm signals and have the skills to alarm when fire occurs.

- Know the skills to escape in a fire, how to choose an escape route, how to use respiratory protection devices, and protect the body when fire and explosions occur.

- Use and practice extinguishing a fire with simulated firefighting equipment, practicing escape skills in smoke, toxic gas environments.

- Know how to prevent, provide first aid for common accidents and incidents.

(2). For Lower Secondary School Students

- Identify the causes and measures of fire prevention, firefighting, and prevention of common accidents and incidents.

- Know the skills to escape when fire and explosions occur.

- Practice and proficiently use firefighting and rescue skills with simulated equipment.

(3). For Upper Secondary School Students, Learners in General Education Programs at Vocational and Continuing Education Centers, Continuing and Technical Comprehensive Training Centers

- Master some measures and principles to ensure safety when firefighting; know some skills to escape from vehicles, in elevators, in escalators when fire and explosions occur.

- Know some basic skills to search for victims, rescue, and provide first aid for victims when fire, explosions, and accidents occur.

- Proficiently use portable fire extinguishers and common firefighting equipment with different sources of fire (with simulated or real equipment).

(4). For University Students

- Master some measures and principles to ensure safety when firefighting; be proficient in some skills to escape from vehicles, in elevators, in escalators when fire and explosions occur.

- Proficient in some basic skills to search for victims, rescue, and provide first aid for victims when fire, explosions, and accidents occur.

- Be able to use basic firefighting, rescue, and salvage means and equipment available at homes, schools, and public areas.

- Be certified in firefighting and rescue training according to current legal regulations (if needed) after being assessed and tested by competent police authorities to meet the requirements.
