- Early education intervention is the intentional, planned, and methodical intervention by educators to enhance abilities and meet the needs of children showing signs of impairment or functional decline, disabled children to prevent or minimize difficulties caused by disabilities, create opportunities for children to develop optimally and not interrupt or divert their development, helping prepare children well for an inclusive environment.
Thus, early education intervention is understood as intentional, planned, and methodical intervention by educators to enhance abilities and meet the needs of children.
Children receiving early education intervention are those showing signs of impairment or functional decline, and disabled children.

1. Evaluate, determine the abilities and classify educational needs for children showing signs of impairment or functional decline, and disabled students for early education intervention or advice on selecting appropriate educational methods for each subject.
- Support inclusive education for disabled students.
- Organize teaching and education for preschool and general education levels for disabled students so that they can participate in inclusive education or community integration.
- Train and advise disabled individuals and organizations, units, individuals in need regarding psychology, health, education, career orientation.
- Implement democratic regulations within the Center.
- Implement information, reporting policies and be accountable to competent authorities, students, learners, and society.
- Perform other duties as prescribed by law.

- Annually, the Center develops enrollment plans for disabled students to organize teaching and education at the Center, submits to the Department of Education and Training for approval. The Center publicly implements the enrollment plan and organizes the enrollment of disabled students at the Center as prescribed.
- The Director of the Center is responsible for the enrollment work, ensuring transparency, fairness, objectivity, and legal compliance.
