What is Continuing Education in Vietnam?

Based on Clause 2, Article 5 of the Law on Education 2019 it is stipulated as follows:

Terminology Explanation

In this Law, the terms below are construed as follows:

  1. Formal education is education through courses in educational institutions to execute a certain educational program, established based on the goals of different educational levels, training levels and granted diplomas of the national education system.

2. Continuing education is education to implement a certain educational program, organized flexibly in terms of program implementation form, time, method, location, meeting the lifelong learning needs of learners....

Thus, continuing education is education to execute a certain educational program.

Continuing education is organized flexibly regarding the form of program implementation, time, method, location, and meets the lifelong learning needs of learners.

What are the duties of continuing education in Vietnam?

According to the provisions of Article 42 of the Law on Education 2019, the duties of continuing education are as follows:

- Implementing literacy eradication for people in the prescribed age group as per the law.

- Training, fostering to enhance working capacity; updating, supplementing necessary knowledge and skills in life for everyone; creating opportunities for those who wish to further their education.

What are the continuing education institutions in Vietnam?

According to the provisions of Article 44 of the Law on Education 2019, continuing education is carried out at continuing education institutions, general education institutions, vocational education institutions, higher education institutions, cultural institutions, at workplaces, residential communities, through mass media and other means.

Continuing education institutions include:

- Continuing education centers;

- Vocational education and continuing education centers;

- Community learning centers;

- Other centers performing continuing education tasks.

What are the policies on continuing education development in Vietnam?

According to the provisions of Article 46 of the Law on Education 2019, the policies on continuing education development are as follows:

- The State has policies to invest in developing continuing education, implementing education for everyone, promoting adult learning, building a learning society; encouraging organizations and individuals to participate in and provide quality continuing education services, meeting the lifelong learning needs of learners.

- Agencies and organizations have the responsibility to facilitate for officials and public employees and workers to regularly study, engage in lifelong learning to develop themselves, and improve the quality of life.

- Vocational education institutions, higher education institutions are responsible to cooperate with continuing education institutions in providing educational resources for continuing education institutions to meet the learning needs of learners; educational training institutions have the responsibility to conduct research on educational science, train and foster the teaching staff of continuing education institutions.

What are the regulations on the assessment and recognition of learning outcomes in continuing education in Vietnam?

According to the provisions of Article 45 of the Law on Education 2019, the assessment and recognition of learning outcomes in continuing education are stipulated as follows:

- Learners participating in literacy eradication programs, meeting the conditions prescribed by the Minister of Education and Training, are recognized for completing the literacy eradication program.

- Learners completing the lower secondary education program stipulated at point d, clause 1, Article 43 of the Law on Education 2019, meeting conditions prescribed by the Minister of Education and Training are awarded the lower secondary graduation diploma by the head of the district-level education agency of the People's Committee.

- Learners completing the upper secondary education program stipulated at point d, clause 1, Article 43 of the Law on Education 2019, meeting conditions prescribed by the Minister of Education and Training are eligible to take the exam, and if passing, awarded the upper secondary graduation diploma by the head of the provincial-level education agency of the People's Committee;

In case of not taking the exam or failing the exam, they are awarded a certificate of completion of the general education program by the head of the continuing education center.

- Learners completing training programs and meeting the output standards of a training level as stipulated by the Vietnamese National Qualifications Framework are awarded a diploma corresponding to that training level.

- Learners attending training courses in different forms may take an exam, and if meeting the output requirements of the educational program stipulated at points b and c, clause 1, Article 43 of the Law on Education 2019, are awarded a certificate corresponding to the program studied.
