What is a textbook prototype according to the law in Vietnam?
Note: The standards, procedures for compilation, revision of textbooks, the standards for organizations and individuals compiling textbooks; the organization and activities of the National Textbook Appraisal Council are issued in conjunction with Circular 33/2017/TT-BGDDT (referred to as the Regulations issued with Circular 33/2017/TT-BGDDT).
Pursuant to Article 2 of the Regulations issued with Circular 33/2017/TT-BGDDT, the concept of a textbook prototype is defined as follows:

In this document, the following terms are understood as follows:
1. Textbook is a publication that concretizes the requirements of the general education program; approved by the Minister of Education and Training and permitted for use as official teaching material in general education institutions.
2. A textbook prototype is a complete draft of a textbook that has been edited, formatted, and printed in book form, with the phrase "prototype" on the cover and the title page (the page showing the book's name).

What is the time for creating a textbook prototype in Vietnam?
Pursuant to Article 9 of the Regulations issued with Circular 33/2017/TT-BGDDT (amended and supplemented by Clause 2, Article 1 of Circular 05/2022/TT-BGDDT), the procedures for textbook compilation and revision is specifically regulated as follows:
Phase 1. Textbook Compilation Process
- Organizations and individuals compiling textbooks choose authors who meet the standards specified in Article 11 of the Regulations issued with Circular 33/2017/TT-BGDDT (amended by Clause 5, Article 1 of Circular 05/2022/TT-BGDDT and Clause 1, Article 1 of Circular 23/2020/TT-BGDDT).
The author studies the general education program issued by the Minister of Education and Training to develop an overall outline, a detailed outline, and a compilation plan;
Delegate the tasks of the chief editor, editor-in-chief (if the book has a chief editor, editor-in-chief), and authors to ensure the appropriateness of work volume and implementation time to ensure the quality and progress of the textbook prototype completion;
- Organizations and individuals compiling textbooks organize the compilation, editing, design, illustration, completion of at least 01 (one) lesson, conduct experimental teaching, solicit feedback after experimental teaching to improve the lesson with the participation and consensus of all authors before organizing the compilation of other lessons; organize the compilation, editing, design, illustration, experimental teaching, and solicit opinions from teachers, education managers, scientists, and educators knowledgeable in general education to review and evaluate the textbook prototype based on the content defined in Articles 4, 5, 6, 7, and 8 of the Regulations issued with Circular 33/2017/TT-BGDDT (specific requirements according to the Textbook Evaluation Criteria attached to this Circular); complete the textbook prototype and send it to the Ministry of Education and Training for appraisal;
- The Ministry of Education and Training organizes the appraisal of the textbook prototype according to the provisions of Chapter 4 of the Regulations issued with Circular 33/2017/TT-BGDDT;
- Organizations and individuals compiling textbooks complete the textbook prototype after appraisal;
- The Minister of Education and Training approves and permits the use of textbooks;
- Organizations and individuals compiling textbooks organize the publication and distribution of textbooks according to legal regulations.
Phase 2. Requirements and Procedures for Textbook Experimentation
- For each textbook prototype, select lessons to organize experimental teaching that is representative of the type of lesson, showcasing new content, methods, and teaching organization forms according to the subject program, education activities;
Organize experimental teaching of at least 10% of the total number of periods for subjects and education activities with 105 periods or more per school year, at least 15% of the total number of periods for subjects and education activities with 70 to under 105 periods per school year, and at least 20% of the total number of periods for the remaining subjects and education activities;
Each lesson is experimentally taught at least 02 (two) times, after the first experimental teaching, organize experience review, and revise the lesson before organizing the second experimental teaching;
- The general education institutions selected for experimental teaching must ensure regional representation; the classes selected for experimental teaching belong to the grade with the textbook being experimented; experimental teaching is carried out for the entire class at a time suitable to the students' abilities.
The teachers teaching and observing experimental lessons are those who are directly teaching the subject with the textbook being experimented; each experimental teaching period ensures at least 03 (three) teachers observe and provide feedback on the experimental lesson;
- Organizations and individuals compiling textbooks organize the evaluation of the experimental lessons based on the content of each clause (except for items not reflected in the lesson) specified in Articles 4, 5, 6, 7, and 8 of the Regulations issued with Circular 33/2017/TT-BGDDT (specific requirements according to the Regulations issued with Circular 33/2017/TT-BGDDT).
Phase 3. Textbook Revision Process
- During use, textbooks may be revised;
- The textbook revision process is implemented as the textbook compilation process specified in Clause 1 of this Article except for the provisions on experimental textbooks. In cases where experimental textbooks need to be organized, the decision is made by the Minister of Education and Training.
Phase 4. The Minister of Education and Training specifically decides the compilation and revision process of textbooks specified in Clauses 1, 2, and 3 of Article 9 of the Regulations issued with Circular 33/2017/TT-BGDDT for the compilation and revision of textbooks using state budget funds.
Thus, according to the above regulations, the textbook prototype is created in Phase 1 of the textbook compilation and revision process, and the creation of the textbook prototype is also the primary goal during this phase.
