1.2. Preschool
1201. Number of Preschools
a. Concept, calculation method
- Preschool is a preschool institution that accepts children from 03 years old to 06 years old.
- Preschool is an institution combining nursery and preschool, accepting children from 03 months old to 06 years old.
- Preschools that meet national standards are those that meet the criteria and are recognized as meeting national standards according to current regulations, including meeting level 1 national standards and meeting level 2 national standards.
- Types:
+ Public schools are funded and ensured operating conditions by the State and represent the owner;
+ Community schools are funded for infrastructure and ensured operating conditions by local community organizations and individuals at the hamlet, village, neighborhood, ward, commune, or commune-level towns;
+ Private schools are funded and ensured operating conditions by either domestic or foreign investors.
Additionally, Clause 1, Article 47 of the Education Law 2019 also states:
Types of Schools in the National Education System
1. Schools in the national education system are organized into the following types:
a) Public schools funded and ensured operating conditions by the State and representing the owner;
b) People-founded schools funded for infrastructure and ensured operating conditions by community organizations and individuals at the hamlet, village, neighborhood, ward, commune, or commune-level towns.
The type of community school only applies to preschoolal institutions;
c) Private schools funded and ensured operating conditions by either domestic or foreign investors.
Non-profit private schools are those in which the investor commits to non-profit operations, as stated in the establishment decision or decision to convert the type of school; operate non-profitably, do not withdraw capital, do not enjoy dividends; annual accumulated profits belong to the integrated common ownership that cannot be divided and must be reinvested in the development of the school.
Thus, according to the regulations, a public preschool is a type of institution funded, ensured operating conditions, and represented by the State.

What is the maximum number of children in a public preschool class for children aged 4 to 5 years old in Vietnam?
First, a preschool is an institution that accepts children from 03 years old to 06 years old.
The maximum number of children in a preschool is defined in sub-section 1.2, Section 1, Appendix 2 of the Contents of Educational Statistical Indicators issued together with Circular 03/2024/TT-BGDDT.
The maximum number of children in a preschool class is specifically regulated as follows:
+ Preschool class for children aged 03 to 04 years old: 25 children;
+ Preschool class for children aged 04 to 05 years old: 30 children;
+ Preschool class for children aged 05 to 06 years old: 35 children.
When a preschool class has 01 (one) disabled child learning inclusively, the class size is reduced by 05 (five) children. Each preschool class shall not have more than 02 (two) disabled children.
- In conditions where the number of children in each group or preschool class does not reach 50% compared to the maximum number, the class can be organized as a combined preschool class with no more than 30 children or a combined preschool class with no more than 22 children.
Note: The classes defined above include classes in preschools, independent preschool classes, independent preschool classes, and preschool classes at other educational institutions.

- Inclusive education children with disabilities are those with physical or functional impairments, manifested as impairments causing difficulty in labor, daily activities, or study (according to Article 2, Law No. 51/2010/QH12 - Law on Persons with Disabilities 2010) and who attend classes together with non-disabled children in preschools, or independent preschool and preschool classes.
- Malnourished children underweight or stunted are those assessed as underweight and stunted according to the classification table of the World Health Organization (WHO).
