What does "friendly education environment in Vietnam" mean?

A friendly educational environment, or a safe, healthy, friendly educational environment, and prevention of school violence according to Article 1 Decree 80/2017/ND-CP applies to:

- Preschool education institutions, general education institutions, continuing education institutions, vocational education institutions, specialized schools, education institutions with foreign investment or in collaboration with foreign training in Vietnam (hereinafter collectively referred to as educational institutions).

- Literacy classes, foreign language classes, computer classes, skills classes, talent classes, cultural classes, classes for children in difficult circumstances or special circumstances not able to attend school (hereinafter collectively referred to as independent classes) with learners under 18 years old;

- Relevant agencies, organizations, and individuals.

According to item 4, Article 2 Decree 80/2017/ND-CP, a friendly educational environment is defined as an educational environment where learners are respected, treated fairly, equally, and compassionately; democracy is promoted, and conditions are created to develop the learners' qualities and capabilities.

What are activities for maintaining a friendly education environment in Vietnam?

According to item 1, Article 5 Decree 80/2017/ND-CP, educational institutions must ensure a friendly educational environment through the following activities:

- Ensuring security and order; food safety and hygiene; injury and accident prevention; fire and explosion prevention; disaster and calamity prevention;

- Building, publicizing, and strictly implementing the cultural code of conduct within the educational institution with the participation of learners;

- Establishing information channels such as suggestion boxes, hotlines, and other forms to receive and handle information from learners; ensuring confidentiality for providers of information;

- Organizing creative experiential activities, life skills education activities, extra-curricular activities, community social and charitable activities, safe, healthy, friendly, equal recreational, cultural, and sports activities suitable for the age, physiological, and psychological characteristics of the learners;

- Performing school medical work, counseling, and assistant work for learners;

- Regularly exchanging information with the learners' families and the community to ensure the safety of life, body, dignity, honor, and privacy of the learners.

What are the responsibilities of the Ministry of Labor, Invalids and Social Affairs, Ministry of Education and Training, and People's Committees at all levels concerning a friendly educational environment in Vietnam?

The Ministry of Labor, Invalids and Social Affairs is responsible for a friendly educational environment according to the provisions of Article 8 Decree 80/2017/ND-CP as follows:

- Preside over and cooperate with ministries, central authorities, and local authorities, social-political organizations, and relevant organizations and individuals to ensure a safe, healthy, friendly educational environment, preventing school violence in educational institutions and independent classes under their managerial scope.

- Guide the integration and incorporation of content and knowledge on ensuring a safe, healthy, friendly educational environment and preventing school violence into the training programs of educational institutions and independent classes within their managerial scope.

- Organize inspections and audits of educational institutions and independent classes within their management jurisdiction regarding the implementation of regulations on a safe, healthy, friendly educational environment and prevention of school violence.

*Regarding the responsibilities of the Ministry of Education and Training (Article 7 Decree 80/2017/ND-CP).

- Preside over and cooperate with ministries, central authorities, and local authorities, social-political organizations, and related organizations and individuals to ensure a safe, healthy, friendly educational environment, preventing school violence in educational institutions and independent classes under their managerial scope.

- Guide the integration and incorporation of content and knowledge on ensuring a safe, healthy, friendly educational environment and preventing school violence into the educational plans of educational institutions and independent classes within their managerial scope.

- Guide school counseling and social work in schools.

- Organize inspections and audits of educational institutions and independent classes under their management jurisdiction regarding the implementation of regulations on a safe, healthy, friendly educational environment and prevention of school violence.

* Regarding responsibilities of People's Committees at all levels (Article 13 Decree 80/2017/ND-CP).

- Direct the implementation of regulations on ensuring a safe, healthy, friendly educational environment and preventing school violence according to management decentralization.

- Direct local agencies, departments, and sectors to ensure security and order, safety in educational institutions, independent classes; investigate and handle cases of school violence, causing loss of security in educational institutions, independent classes according to management decentralization.

- Organize inspections and audits of educational institutions, independent classes regarding the implementation of regulations on a safe, healthy, friendly educational environment, and prevention of school violence according to management decentralization.
