What documents are included in the dossier for recognized standard achievement of educational universalization towards provinces in Vietnam?

Pursuant to Article 28 of Decree 20/2014/ND-CP, the dossier for recognized standard achievement of educational universalization towards provinces in Vietnam include three types of documents:

[1] Report on implementation process and result of educational universalization enclosed with statistical tables.

[2] Record of inspection of educational universalization of provinces towards districts.

[3] Decision on recognized standard of educational universalization towards districts.

What will the government agency inspect after receiving the dossier for recognized standard achievement of educational universalization towards provinces in Vietnam?

Pursuant to Article 29 of Decree 20/2014/ND-CP:

Contents of inspection and recognized standard achievement of educational universalization or illiteracy eradication

1. Inspecting dossiers of educational universalization or illiteracy eradication and inspecting the actual result of implementation of educational universalization or illiteracy eradication.

2. Issuing decision on recognition of standard achievement of educational universalization or illiteracy eradication towards communes, districts or provinces if meeting standard specified in this Decree.

Moreover, pursuant to Article 8 of Decree 20/2014/ND-CP, the regulations on the inspection contents for recognizing provinces as meeting education universalization and illiteracy eradication standards are as follows:

Scope of inspection for recognition of province’s achievement in universalization of education and eradication of illiteracy

1. Inspection of applications for recognition of achievement in universalization of education and eradication of illiteracy, and their achievements, figures on the database managment system.

2. On-site inspection of figures on documents on universalization of education and eradication of illiteracy, and on the database management system of provinces:

a) Documentary inspection of universalization of education or eradication of illiteracy;

b) On-site inspection in at least 80% of districts applying for recognition. At least 02 communes in a district and 02 households in a communes shall be inspcted.

Thus, according to the above regulations, after receiving the dossier for recognized standard achievement of educational universalization towards provinces in Vietnam, the government agency will inspect the contents regarding:

- The proposal dossier for recognizing education universalization or illiteracy eradication and the results, data on education universalization or illiteracy eradication in the data management information system of education universalization or illiteracy eradication.

- Conduct on-site inspections in the province to verify the authenticity of the data recorded in the education universalization or illiteracy eradication dossier and in the data management information system of education universalization or illiteracy eradication, including:

+ Inspect the education universalization or illiteracy eradication dossier;

+ Conduct on-site inspections in at least 80% of districts, with each district visiting at least 2 communes, and in each commune visiting at least 2 households.

If the documents meet the conditions, the government agency will issue a decision recognizing the education universalization or illiteracy eradication standards for communes, districts, or provinces.

Moreover, the inspection and recognition procedures for a province meeting education universalization standards will be implemented as follows (based on Article 9 of Circular 07/2016/TT-BGDDT (rectified by Decision 1387/QD-BGDDT in 2016)) as follows:

Case 1. For provinces first proposing inspection and recognition standards in education universalization:

Step 1: Submit the proposal dossier for recognition standards in education universalization or illiteracy eradication according to Article 28 of Decree 20/2014/ND-CP and the submission proposal to the Ministry of Education and Training for inspection and recognition;

Upon receiving the complete and valid dossier from the province as stipulated in Article 28 of Decree 20/2014/ND-CP, the Ministry of Education and Training will organize to inspect the results, data in the data management information system of education universalization, illiteracy eradication, and the education universalization, illiteracy eradication dossier;

Step 2: Based on the inspection results of the dossier and data from the province in the data management information system of education universalization, illiteracy eradication, the Ministry of Education and Training will issue a decision to establish an inspection team to recognize the results of education universalization, illiteracy eradication or send a notice to the province stating the reasons for not yet inspecting and recognizing;

Within 20 working days from the date of receiving the complete and valid dossier from the province, the Ministry of Education and Training will issue a decision to establish an inspection team to recognize or send a notice to the province stating the reasons for not yet inspecting and recognizing;

Step 3: Organize the inspection as stipulated in Clause 2, Article 8 of Circular 07/2016/TT-BGDDT; record the inspection minutes of education universalization or illiteracy eradication results of the province;

Step 4: Based on the inspection results, if the province meets any level of education universalization or illiteracy eradication standards, the inspection team will submit a proposal attached with the inspection minutes to the Minister of Education and Training to issue a decision recognizing the province as meeting the education universalization or illiteracy eradication standards at that level;

Within 40 working days from the date of issuing the decision to establish the inspection team for recognition, the Ministry of Education and Training will organize the inspection as stipulated in Clause 2, Article 8 of Circular 07/2016/TT-BGDDT and issue a decision recognizing the province as meeting the education universalization or illiteracy eradication standards.

Case 2. For provinces maintaining recognition standards in education universalization or illiteracy eradication:

Step 1: Annually, submit the report on education universalization, illiteracy eradication results according to Clause 2, Article 31 of Decree 20/2014/ND-CP, the Ministry of Education and Training will organize to review the dossier, inspect the results, data on education universalization or illiteracy eradication of the province in the data management information system of education universalization, illiteracy eradication or conduct random inspections in the province and re-recognize the province as meeting the standards;

Within 40 working days from the date of receiving the report or the valid dossier, the Ministry of Education and Training will issue a decision re-recognizing the province as meeting education universalization or illiteracy eradication standards;

Step 2: In case the province fails to maintain the recognition results for two consecutive years in education universalization or illiteracy eradication standards, the inspection and recognition process will be redone as the initial inspection and recognition.

When is the time for inspection and recognization of the standard achievement of educational universalization of provinces in Vietnam?

Pursuant to Article 31 of Decree 20/2014/ND-CP:

Time to inspect and recognize the standard achievement of educational universalization or illiteracy eradication

1. The time to make annual report on statistical data of educational universalization or illiteracy eradication is stipulated as follows:

a) For communes: On 30th of September

b) For districts: On 05th of October

c) For provinces: On the 10th of October

2. The provinces shall finish the inspection and recognition of standard achievement of educational universalization or illiteracy eradication by the 30th of December of each year.

Thus, according to the regulations, the time for inspection and recognization of the standard achievement of educational universalization of provinces in Vietnam is October 10.

* Note: The province should complete the inspection for standard achievement of educational universalization or illiteracy eradication before December 30 each year.
