Based on Subsection 5, Section A, Part 7 of the Regulations regarding the minimum volume of knowledge and competency requirements for students graduating at the intermediate level and the college degree level for fields of journalism, information, business, and management (hereinafter referred to as Regulations) issued together with Circular 41/2018/TT-BLDTBXH, students with an college degree in e-commerce can undertake the following jobs:
- E-commerce transactions;
- Online public services;
- Customer care services;
- E-commerce project management;
- Website setup and management;
- Computer graphics;
- Network administration;
- E-Marketing;
- Electronic customs clearance;
- Electronic payment.

What are regulations on e-commerce at college level in Vietnam?
Based on Subsection 1, Section A, Part 7 of the Regulations issued together with Circular 41/2018/TT-BLDTBXH, the e-commerce college degree curriculum is defined as follows:
The e-commerce college degree involves trading transactions through electronic means such as telephones, fax machines, electronic payment tools, and computers connected to the Internet, mobile telecommunications, or other open networks, meeting Level 5 requirements in the Vietnamese National Qualifications Framework.
Using these means, professionals in e-commerce will conduct activities such as buying and selling goods and services, delivering digital content over the Internet, electronic funds transfer, online stock trading, electronic bills of lading, online auctions, network resource sharing cooperation, public procurement, online marketing to consumers, and after-sales services.
Additionally, professionals in e-commerce handle other tasks to ensure successful commercial transactions, such as setting up and managing e-commerce websites, network administration, graphic design, and creating survey reports to understand customer needs and improve service quality and sales for businesses.
Working conditions and environment: E-commerce activities take place in businesses, organizations within a dynamic, competitive environment. Transactions involve dealings with various customer entities and require professional conduct. E-commerce professionals need adeptness at using digital tools and the Internet to carry out procurement and sales activities.
Minimum knowledge volume: 2,500 hours (equivalent to 90 credits).
What are the knowledge requirements for students majoring in e-commerce at the college level in Vietnam?
Based on Subsection 2, Section A, Part 7 of the Regulations issued together with Circular 41/2018/TT-BLDTBXH, the knowledge requirements for students graduating with an college degree in e-commerce are as follows:
- Describe the characteristics, content, and procedures for implementing B2B, B2C, and C2C e-commerce transactions; online auction transactions; the transaction process through mail, telegraphy, social networks, and other electronic devices;
- Outline the laws, decrees, sanctions, legal frameworks, and international practices related to consulting, negotiating, and demonstrating online sales and purchases;
- Describe the characteristics, content, and procedures of public service transactions and electronic government transactions; the process for receiving, evaluating, classifying, and handling complaints in public services; outline the process of handling, routing, moving, and tracking the status of citizen records;
- Identify the objectives and requirements of e-commerce projects; analyze the factors affecting the project; identify strengths and weaknesses in project implementation; analyze the types of risks to the operation of a project;
- Outline the process of receiving feedback and handling customer complaints about products and services; determine the effective methods for evaluating customer satisfaction indices; recognize communication channels, social networking sites, and IT applications to engage with customers;
- Analyze the principles of installing and configuring application software and web service software; describe the operation principles, transactions of supermarkets, and virtual stores on e-commerce websites; analyze major solutions for data security, protecting databases, preventing and responding to risks for e-commerce websites;
- Outline the procedures for installing and configuring photo processing and graphic processing software; describe the process of designing, processing photos, and creating graphics on specialized software;
- Analyze the principles of installing and configuring network devices such as switches, routers, modems, application software, server software, workstation software, and terminal devices; analyze major solutions for data security, protecting databases, preventing, and responding to risks for the system; outline methods for maintaining, repairing, upgrading, and backing up databases;
- Describe E-marketing operations, SEO, SEM techniques, ensuring search optimization, and marketing optimization for websites; outline E-marketing forms suitable for businesses;
- Outline the operation, declaration information,... in customs declaration software ECUSS-VNACCS, international legal regulations on document sets, customs procedures, different transportation processes; describe the import-export document set, especially essential documents: Contract, Invoice, Packing List, C/O,...;
- Outline the electronic payment process through card payments, electronic payment gateways, electronic wallets, SMS payments, COD payments, bank transfers;
- Recognize the importance of environmental protection, scientific and technological approaches, 4.0 technology to meet job requirements;
- Describe basic knowledge of politics, culture, society, law, national defense, and security, physical education as required.
