Currently, the position, role, and objectives of preschool education are regulated in Article 23 Education Law 2019. The preschool education sector is the first level in the national education system, laying the foundation for the comprehensive development of Vietnamese people.
The goal of preschool education is the comprehensive development of children in terms of physical, emotional, intellectual, and aesthetic aspects, forming the initial elements of personality, and preparing children for entering first grade.
Therefore, there are many schools currently training preschool teachers such as: Ho Chi Minh City University of Education, Hanoi National University of Education, Hue University of Education, etc.
Besides, according to the regulations of the Ministry of Education, for the preschool education sector, primary education sector, and special education sector, candidates will be admitted based on Block M.
Block M includes subjects such as Mathematics, Literature, Talents (for the preschool education sector), Mathematics, English, Talents, and Literature, English, Talents (for the preschool education–English sector).

What are the duties of preschool teacher?
Based on Article 27 of the Preschool Charter, issued together with Circular 52/2020/TT-BGDDT, the duties of a preschool teacher are as follows:
- Ensuring the physical, mental safety, and life security of children during their time at school.
- Performing the task of nurturing, caring for, and educating children according to the preschool education program.
- Preserving the qualities, honor, and prestige of the teacher; treating children fairly and respecting their personality; protecting the legitimate rights and benefits of children; uniting and assisting colleagues; following the teacher’s code of conduct and ethical regulations.
- Disseminating and educating the scientific knowledge of child-rearing to parents; actively cooperating with the children’s families to achieve educational goals.
- Self-learning and self-improvement to enhance nurturing, caring for, and educating children professionally.
- Following school regulations and other legal regulations.
Additionally, the rights of preschool teachers are regulated in Article 29 of the Preschool Charter, issued together with Circular 52/2020/TT-BGDDT, as follows:
- Being respected, protected in dignity, honor, and body, and enjoying material and spiritual rights according to regulations.
- Autonomously implementing professional tasks with the support of the specialized organization and the school; guaranteed conditions to perform the tasks of nurturing, caring for, and educating children.
- Receiving salary, allowances, subsidies, and other policies according to legal regulations.
- Provided with opportunities for learning and professional improvement, with full salary, allowances, and other policies according to regulations when nominated to study or train by authorities.
- Being rewarded, awarded competitive titles, and other honorable titles according to regulations.
- Other rights as prescribed by law.
Moreover, the professional qualifications that preschool teachers must have are stipulated in Article 29 of the Preschool Charter, issued together with Circular 52/2020/TT-BGDDT, as follows:
- The standard level of training for teachers is a college degree in preschool education. Annually, teachers self-assess and are evaluated by the school according to the professional standards of preschool teachers as a basis for developing learning and professional improvement plans.
What are prohibited acts for preschool teachers in Vietnam?
According to Article 31 of the Preschool Charter, issued together with Circular 52/2020/TT-BGDDT, the prohibited acts for preschool teachers are as follows:
- Teachers’ and staff’s behaviors and conduct should follow the education sector’s regulations and the law. They must not:
+ Disrespect the dignity and honor, harm children and colleagues physically;
+ Treat children unfairly;
+ Distort educational content;
+ Skip classes or sessions; arbitrarily cut programs on nurturing, caring for, and educating children;
+ Do personal work while organizing nurturing, caring for, and educating children activities.
+ Smoke, drink alcohol, and use other stimulants while participating in nurturing, caring for, and educating children’s activities.
- The attire of teachers and staff should be appropriate, meeting the requirements of nurturing, caring for, educating children, and office attire requirements.
