What are the Working Regulations of the Ministry of Education and Training of Vietnam?
Pursuant to Article 2 of the Working Regulations of the Ministry of Education and Training of Vietnam issued together with Decision 355/QD-BGDDT in 2022, the Working Regulations of the Ministry of Education and Training of Vietnam are as follows:
- The Ministry works under the policies of the head, ensuring the principle of democratic centralism, emphasizing the responsibility of the leader. All activities of the Ministry comply with the provisions of the Constitution, laws, and the Ministry's Working Regulations. Officials, public employees, and workers in units under the Ministry resolve tasks ensuring proper procedures, processes, scope of duties, authority, and jurisdiction assigned.
- The Minister manages the activities of the unit mainly through the head of the unit. The head of the unit is accountable to the Minister and the law for the implementation of the unit's functions, tasks, and assigned jobs.
- Each task is assigned to a single unit to take the lead in resolving and is accountable to the Minister; in case a task involves multiple units, the unit most related to the specialized work takes the lead. The head of the unit is chiefly responsible for the quality, progress, and results of the assigned work.
- Each task of the unit may be assigned to one or several officials, public employees, or workers to handle, with the main responsible person specified. The person responsible for handling the task is accountable to the head of the unit for the quality, progress, and results of the assigned work.
For units with departmental structures: each task of the unit is assigned to a single department to take the lead; in case a task involves multiple departments, the most specialized department takes the lead. The head of the department organizes, implements, and is accountable to the head of the unit for the assigned work; officials, public employees, and workers in the department perform tasks as assigned by the department head and are accountable to the head of the unit and the department head for the results of the assigned tasks.
- The sequence, procedures, and deadlines for resolving tasks comply with the provisions of the law, the Ministry's Working Regulations, and the program and plan, except for urgent cases or other requirements from competent authorities.
- Ensure democracy, transparency, quality, progress, and efficiency in all activities; regularly implement administrative reforms, simplify administrative procedures; build a professional, civilized, and modern working environment; strictly enforce regulations on public service culture.

- Plans for implementing the Communist Party's guidelines, State policies, and laws;
- Strategies, planning, and sectoral development plans; mission plans, and the Ministry's legal document drafting plans;
- Programs, projects, and proposals presented to the Communist Party's agencies, the National Assembly, the Government of Vietnam, the Prime Minister; annual summary reports on the task performance situation of the Government of Vietnam and review of the Ministry's direction, management, and administration;
- Issues with complex contents or related to multiple fields that the leadership of the Ministry proposes the Minister consult with the collective leadership of the Ministry;
- Some specific issues as required by the Minister.
What are the responsibilities and scope of work of the Minister of Education and Training of Vietnam?
Pursuant to Article 4 of the Working Regulations of the Ministry of Education and Training issued together with Decision 355/QD-BGDDT in 2022, the Minister of Education and Training is a member of the Government of Vietnam and the head of the Ministry of Education and Training, responsible to the Prime Minister, the Government of Vietnam, the National Assembly, and the law for all state management activities of the Ministry.
Additionally, the Minister of Education and Training is responsible for fully implementing, within authority and responsibility, as prescribed by law.
