What are the teaching hour norms for vocational education teachers engaged in management work in Vietnam?
Based on Article 10 of Circular 07/2017/TT-BLDTBXH as amended by Clause 10 Article 2 of Circular 28/2022/TT-BLDTBXH on working policies for vocational education teachers issued by the Minister of Labor, War Invalids and Social Affairs, the policies on reducing the teaching hour norms for vocational education teachers are stipulated as follows:
*Teachers engaged in management work:
(1) Teachers acting as class homeroom instructors or academic advisors: Reduced by 15% of the teaching hour norm per class;
(2) Teachers in charge of specialized classrooms/practice workshops: Reduced by 10% of the teaching hour norm per room/workshop if there is dedicated staff, and by 15% if there is no dedicated staff;
(3) Teachers also in charge of the library: Reduced between 15% and 30% of the teaching hour norm;
(4) Teachers also serving as heads of departments or equivalent positions: Reduced between 15% and 20% of the teaching hour norm;
(5) Teachers serving as heads of faculties, stations, camps, and equivalent positions: Reduced by 30% of the teaching hour norm; deputy heads of faculties, stations, camps, and equivalent positions are reduced by 20%.
Based on practical conditions, the number of teachers, students, and the scale of the library, the Principal or Director decides the reduced hour percentages for the positions mentioned in (3) (4).

What are the teaching hour norms for vocational education teachers teaching college and intermediate levels in Vietnam?
According to Article 5 of Circular 07/2017/TT-BLDTBXH as amended by Articles 2 and 3 of Circular 28/2022/TT-BLDTBXH, the teaching hour norms for vocational education teachers teaching at college and intermediate levels are as follows:
- The teaching hour norm for teachers in one academic year: From 350 to 450 standard hours for teachers at the college level; from 400 to 510 standard hours for teachers at the intermediate level.
The Principal or Director of vocational education institutions, based on actual conditions and the specifics of each field and profession, determines the teaching hour norms and the minimum teaching hours required for each year.
- The teaching hour norm for teachers teaching general subjects in one academic year is 450 standard hours for college level; 510 standard hours for intermediate level.
- The teaching hour norm for teachers teaching general education subjects within vocational education institutions follows the policies issued by the Ministry of Education and Training for high school teachers.
- The teaching hour norm for teachers teaching multiple levels in one academic year is calculated and applied based on the highest level's teaching hour norm.
The Principal or Director of vocational education institutions determines the conversion rate of standard hours for lower levels to calculate the standard hour norms for one academic year, fitting with the practical conditions and specifics of each field and profession.
- The teaching hour norm for management public employees and public employees holding lecturer or vocational education teacher titles is stipulated as follows:
+ Chairman of the school council, principal: 8% of the teaching hour norm/year;
+ Vice principal: 10% of the teaching hour norm/year;
+ Head of department and equivalent: 14% of the teaching hour norm/year;
+ Deputy head of department and equivalent: 18% of the teaching hour norm/year;
+ For other public employees: 20% of the teaching hour norm/year.
- The teaching hour norm for teachers in the Faculty of Education within vocational education institutions is calculated like teachers at the college level.
- Staff from other professional and operational departments who meet the criteria for teaching may sign teaching contracts based on the workload and assigned tasks, as decided by the Principal or Director of the vocational education institution if needed.
Do vocational education teachers teaching at college and intermediate schools in Vietnam need to prepare lesson plans before teaching?
According to Clause 1, Article 3 of Circular 07/2017/TT-BLDTBXH, vocational education teachers at the college and intermediate levels have the following tasks in teaching work:

1. Teaching work, including:
a) Preparing for teaching: Drafting lesson plans, creating course outlines, preparing materials, and equipment for teaching the assigned module or subject;
b) Teaching the assigned module or subject according to the plan and program regulations;
c) Evaluating the learning outcomes of students, including drafting test questions, overseeing tests, and assessing periodic tests.

Thus, vocational education teachers teaching at the college and intermediate levels must prepare for teaching, including drafting lesson plans, which is also one of the teacher's responsibilities before teaching.
