Pursuant to Article 8 of the Regulation on exams for the selection of excellent students at the national level issued together with Circular 17/2023/TT-BGDDT, the standards for participants organizing the examinations are specified as follows:
Standards for exam organizers
1. Members of the Steering Committee for the examination selection of national outstanding students and members of the Examination Committees, Proctoring Committees, Grading Committees, and Reassessment Committees are referred to as organizers for the examination.
2. The organizers for the examination must meet the following standards:
a) Possess good moral character and a high sense of responsibility;
b) Proficient in examination-related tasks;
c) Do not have wives, husbands, children, brothers, sisters, nephews, nieces, or children, brothers, sisters, nephews, nieces of wives (or husbands), or guardians, sponsors, custodians, or wards taking part in the examination;
d) Not be in a period of disciplinary action or criminal prosecution.
3. Besides the standards specified in Clause 2 of this Article, members of the Examination Committees, Grading Committees, and Reassessment Committees must also have professional and expertise competence.
Thus, in accordance with the above regulation, organizers for the exams for the selection of excellent students at the national level must meet the following standards:
- Possess good moral character and a high sense of responsibility;
- Proficient in examination-related tasks;
- Do not have wives, husbands, children, brothers, sisters, nephews, nieces, or children, brothers, sisters, nephews, nieces of wives (or husbands), or guardians, sponsors, custodians, or wards taking part in the examination;
- Not be in a period of disciplinary action or criminal prosecution.
*Note: Besides the above standards, members of the Examination Committees, Grading Committees, and Reassessment Committees must also have professional and expertise competence.

How to handle abnormal incidents in exams for the selection of excellent students at the national level in Vietnam?
Pursuant to Article 10 of the Regulation on exams for the selection of excellent students at the national level issued together with Circular 17/2023/TT-BGDDT, handling abnormal incidents in exams for the selection of excellent students at the national level is specified as follows:
- In case there are errors in the examination questions, the leaders of the Council must immediately report to the Steering Committee for remedial measures.
- All unusual cases concerning the examination questions must be reported to the Steering Committee for consideration and decision.
- In case the CD containing the listening comprehension section for the Foreign Language subject is damaged:
+ If the main CD is damaged but the backup CD is not, the Chair of the Proctoring Committee shall make a record of the condition of the CDs and use the backup CD;
+ If both the main CD and the backup CD are damaged, the Chair of the Proctoring Committee shall make a record of the CD conditions, stop the examination for the Foreign Language subject with the damaged CD, and immediately report to the Head of the Steering Committee; the Head of the Steering Committee shall direct the Proctoring Committee to conduct the examination using the CD with the listening comprehension section from the substitute examination questions for the Foreign Language subject with a damaged CD according to the decision of the Minister of Education and Training.
- In case of a leak of examination questions:
+ The Steering Committee shall be fully responsible for handling the leak situation. Upon an official conclusion regarding the leak, the Steering Committee shall decide to suspend the examination session with leaked questions and organize a new examination with substitute questions at a suitable time as decided by the Minister of Education and Training.
+ The Ministry of Education and Training shall be responsible for cooperating with relevant sectors to inspect, verify, and conclude the cause of the examination question leak; handle the individual who leaked the questions and related individuals according to legal regulations.
- In case of power failure or the need to change the computer in the Informatics examination room:
+ The Chair of the Proctoring Committee at the affected location shall stop the Informatics examination session for the affected candidates or stop the Informatics examination and direct the resolution of the issue according to one of the following options: (i) Continue the examination session immediately after resolving the issue, adding the lost time for the candidates, if the resolution time is not more than 30 minutes; (ii) Cancel the Informatics examination session if the resolution time is more than 30 minutes. The incident and the remedial measures must be immediately reported to the Head of the Steering Committee;
+ If the Informatics examination session must be canceled, conduct the examination with substitute questions at a suitable time as decided by the Minister of Education and Training;
+ Units that intentionally cause the incident will be handled according to legal regulations.
- In the event of serious natural disasters, the Head of the Steering Committee shall decide to postpone the examination session and direct the examination to be conducted according to the decision of the Minister of Education and Training.
- During the examination process, in case of any other unusual incidents, relevant organizations and individuals must immediately report to the Head of the Steering Committee to take appropriate and prompt remedial measures.
Exam directive and organization for the selection of excellent students at the national level in Vietnam
Pursuant to Article 9 of the Regulation on exams for the selection of excellent students at the national level issued together with Circular 17/2023/TT-BGDDT, the Exam directive and organization for the selection of excellent students at the national level is specified as follows:
- The Ministry of Education and Training (MOET) shall direct and organize the national outstanding student contests; consider and decide the handling of special cases ensuring the purpose and requirements of the examination organization.
- Annually, the Minister of Education and Training issues a decision to establish the Steering Committee for the national outstanding student contests (referred to as the Steering Committee).
+ The Head of the committee is the Deputy Minister of Education and Training; the Deputy Chair is the leader of relevant functional units under MOET, with the standing Deputy Chair being the leader of the Quality Management Department; members are the leaders of relevant units under MOET, Ministry of Public Security; the Secretary assisting the Steering Committee is officials and public employees of relevant units under MOET, Ministry of Public Security;
+ Duties and powers of the Steering Committee: Assist the Minister of Education and Training in directing the implementation of the examination organization plan; direct and inspect the implementation of examination question setting, proctoring, grading, reassessment; handle arising issues during the examination organization, report to the Minister of Education and Training and competent authorities on the examination organization situation.
+ Duties and powers of the Steering Committee members: The Head of the committee is responsible for the results of the Steering Committee's task implementation and organizes members to perform their duties and powers according to the regulations at point b, Clause 2 of this Article; the Deputy Head, members, and Secretary are responsible for achieving the assigned or delegated duties and powers from the Head of the committee.
- The Quality Management Department presides over and cooperates with relevant units to perform the following tasks:
+ Develop a plan for organizing national outstanding student contests, submit it to the Minister of Education and Training for approval;
+ Guide the organization of national outstanding student contests;
+ Mobilize examination units to conduct proctoring in the national outstanding student contests;
+ Organize the setting and transfer of examination questions meeting the requirements of the examination organization;
+ Organize the proctoring for the selection of the Olympic team;
+ Organize the grading and reassessment of national outstanding student contests.
- The Inspectorate of the Ministry of Education and Training: Presides over and cooperates with relevant units to inspect and check the organization stages of national outstanding student contests.
