What are the duties and powers of the Director of a vocational education and training center in Vietnam?

Under Clause 4, Article 6 of the Regulation on the Organization and Operation of the Vocational Education - Continuing Education Centers issued with Circular 01/2023/TT-BGDDT, the duties and powers of the Director of a vocational education and training center in Vietnam are as follows:

- Develop and approve the Center's strategic and development plans;

- Establish regulations on: the number of employees, workforce structure, job positions, recruitment, management, use, and development of teaching staff, management staff, and employees according to legal regulations;

- Decide on the establishment, merger, division, separation, and dissolution of the Center's organizations; appoint, dismiss, and remove heads and deputy heads of the Center's organizations;

- Plan and develop the teaching, and management staff; decide on salary based on job position correlated with work efficiency and quality, appropriate to levels of autonomy; recruit employees according to the Center's needs; manage and use public employees and terminate contracts according to legal regulations. Annually conduct assessments and classifications of teaching staff, management staff, and employees;

- Organize and lead the establishment of a healthy educational environment; ensure political security and social order within the Center;

- Implement the democracy regulation within the Center; execute State policies concerning management staff, teaching staff, employees, and learners in the Center according to legal regulations;

- Sign partnership contracts with other educational institutions; production, business, service establishments in educational activities or production, business service organizations according to legal regulations;

- Issue transcripts, certificates, and certifications to learners who meet requirements according to regulations;

- Decide on rewards and disciplinary actions for management staff, teaching staff, employees, and learners within the scope of assigned management authority;

- Manage facilities, assets, and finances and organize the efficient exploitation and use of mobilized resources to serve the Center's educational and training activities following legal regulations;

- Implement information, reporting policies, and be subject to supervision, inspection, and examination according to legal regulations;

- Annually report the results of duties and powers to the direct management agency;

- Other duties and powers as prescribed by law.

b) The President of the People’s Committee of the province may recognize or not recognize the Directors of the private vocational education and training centers in the administrative divisions at the request of the capital contributing members of the centers or the organizations or individuals which are the owner of private vocational education and training centers.

5. Procedures for the appointment, recognition, discharge or dismissal of the Director of vocational education and training center shall comply with the Regulations of vocational education and training centers.
