- Children from 03 months old to 06 years old are admitted to preschool.
- Disabled children are admitted at an older age compared to the general regulations by 03 years.

- Children are organized into children's groups or kindergarten classes.
+ For children's groups: children from 03 months old to 36 months old are organized into children's groups. The maximum number of children in a group is regulated as follows:
++ Group from 03 to 12 months old: 15 children;++ Group from 13 to 24 months old: 20 children;++ Group from 25 to 36 months old: 25 children;
+ For kindergarten classes: children from 03 to 06 years old are organized into kindergarten classes. The maximum number of children in a class is regulated as follows:
++ Kindergarten class for 3-4 years old: 25 children;++ Kindergarten class for 4-5 years old: 30 children;++ Kindergarten class for 5-6 years old: 35 children.
- If the number of children in each children's group or kindergarten class is not enough 50% of the maximum number of children as regulated at points a and b, Clause 1 of this Article, they are organized into a mixed children’s group with no more than 20 children or a mixed kindergarten class with no more than 30 children.
- Each children's group or kindergarten class has no more than 02 disabled children studying inclusively.
- Each children's group or kindergarten class must have sufficient teachers as per regulations.
- Preschools may have school points in different areas to facilitate children's attendance. Each school point is managed by the principal or assigned deputy principal.

The principal’s term of office is 05 years. After 05 years, the principal shall be evaluated and may be reappointed or re-recognized. A principal shall not serve at a public school for more than two consecutive terms.
d) Duties and powers of the Principal
Establishing and organizing the school apparatus; planning and organizing the implementation of the nurturing, caring, and educating plans for the school year; reporting and evaluating the implementation results before the school board and competent authorities; being accountable when necessary.
Establishing specialized groups, office teams, and advisory councils in the school; appointing group leaders and deputy leaders; proposing the members of the school board for the competent authorities' decision.
Performing tasks of managing staff, teachers, and employees according to laws and educational management agencies' guidance; implementing the code of conduct for management staff as prescribed; developing professional capacity development plans for teachers and staff; encouraging and facilitating teachers and staff to participate in educational innovation activities; participating in the recruitment, transfer of teachers, introducing personnel for the appointment of vice principal.
Managing and effectively utilizing the school's financial resources and assets.
Admitting children, managing children, and organizing nurturing, caring, and educational activities for the children in the school; deciding on commendation.
Participating in activities of the specialized group or office team; directly participating in educational activities for 02 hours per week; self-studying and self-improving to enhance professional managerial competencies; enjoying preferential treatment policies for educators and other preferential policies as prescribed.
Implementing the grassroots democratic regulations; implementing educational socialization; coordinating and mobilizing social forces to participate in educational activities, enhancing the role of the school in the community.
