What are the requirements for the infrastructure, educational equipment, and library of the Inclusive Education Development Support Center in Vietnam?
Based on Article 28 of the Organization and Operation Regulations of the Center for Inclusive Education Development issued under Circular 20/2022/TT-BGDDT, the infrastructure, educational equipment, and library of the Center for Inclusive Education Development must meet the following requirements:
- Infrastructure
+ The Center must have infrastructure that meets the teaching and learning requirements according to the regulations, suitable for students with disabilities; must have classrooms for teaching specific skills; must have dormitory areas suitable for students with disabilities if the Center has boarding students.
The construction works serving the learning needs of students with disabilities must ensure technical standards and regulations according to construction legislation;
+ The Center is responsible for developing specific plans and timelines to submit for approval by competent authorities to enhance infrastructure investment;
+ The Center is responsible for managing and using the Center's infrastructure efficiently, avoiding waste; periodically planning to renovate and upgrade infrastructure according to the regulations; absolutely not putting into use any infrastructure that is expired, unsafe without prior renovation or repair.
- Educational Equipment
+ The Center is to be invested in and equipped with educational devices, tools, and toys (hereinafter referred to as educational equipment) similar to general education and preschool facilities, suitable for students with disabilities; organizes the management and effective use of educational equipment in teaching and education by the Ministry of Education and Training;
+ The Center can propose and purchase specific equipment suitable for students with disabilities, serving teaching and learning according to current state regulations.
- Library
+ The Center's library is organized and operates based on the library standards for preschool and general education facilities issued by the Minister of Education and Training, suitable for students with disabilities;
+ The Center's library is arranged safely, scientifically, and conveniently suitable for students with disabilities;
+ Private investment in library development is encouraged.

Who is responsible for maintaining and protecting the assets of the Center for Inclusive Education Development in Vietnam?
Based on Clause 2, Article 27 of the Organization and Operation Regulations of the Center for Inclusive Education Development issued under Circular 20/2022/TT-BGDĐT, the regulations on assets and financial management and usage are as follows:
Management and Use of Assets and Finance
- Assets of the Center are invested, provided, managed, and used according to current legal regulations.
- Every member of the Center is responsible for maintaining and protecting the assets of the Center. Annually, the Center must inventory and reassess the value of the Center's assets and implement reporting policies according to legal regulations.
- Annually, the Center is responsible for publicly disclosing financial revenues, expenditures, and management according to legal regulations.
As such, every member of the Center is responsible for maintaining and protecting the assets of the Center for Inclusive Education Development.
What are the sources of finance for the Center for Inclusive Education Development in Vietnam?
Based on Clause 2, Article 26 of the Organization and Operation Regulations of the Center for Inclusive Education Development issued under Circular 20/2022/TT-BGDDT, the regulations on finance and financial sources of the Center are as follows:

a) Funds provided by the state budget according to regulations;
b) Revenues from activities supporting inclusive education development, consulting services, career guidance related to inclusive education support, transfer services, and other tasks within the functions and duties assigned to the Center according to legal regulations;
c) Donations, sponsorships, support, and gifts from organizations and individuals within and outside the country according to legal regulations;
d) Other lawful revenues.
As such, the financial sources of the Center for Inclusive Education Development are derived from the following:
- Funds provided by the state budget according to regulations;
