What are the required qualifications of teachers of the Center for support of inclusive education development in Vietnam?

Based on Article 23 of the Regulations on the Organization and Operation of the Center for support of inclusive education development in Vietnam issued in conjunction with Circular 20/2022/TT-BGDDT regarding teachers as follows:

Teachers

The standard qualification for teachers: holders of a bachelor's degree or higher in Special Education or meeting the standard qualification for preschool or general education teachers along with a certificate in inclusive education pedagogy or a certificate in special education pedagogy as stipulated by the Ministry of Education and Training.

  1. Responsibilities of teachers

a) Conduct early detection, classify educational needs, and provide early educational intervention;

b) Support inclusive education;

c) Teach and educate students with disabilities at the Center according to the objectives, content, program, and plan;

d) Participate in professional activities;

e) Be responsible for the quality, effectiveness of education suitable to the specific subjects and conditions of the Center;

f) Comply with the decisions of the Center's director; be subject to inspection by educational management levels according to regulations; comply with the internal rules of the Center and the regulations of this Regulation;

g) Adhere to the Code of Teacher Ethics as stipulated by the Ministry of Education and Training;

h) Actively and proactively improve professional expertise and skills; self-evaluate according to the teacher professional standards as stipulated.

Thus, teachers at the Center for support of inclusive education development must have the following qualifications:

- Hold a bachelor's degree or higher in Special Education or meet the standard qualification for preschool or general education teachers;

- Have a certificate in inclusive education pedagogy or a certificate in special education pedagogy as stipulated by the Ministry of Education and Training.

Who is responsible for organizing the evaluation of teachers of the Center for support of inclusive education development in Vietnam?

According to Clause 4, Article 8 of the Regulations on the Organization and Operation of the Center for support of inclusive education development issued in conjunction with Circular 20/2022/TT-BGDDT:

  1. Responsibilities and powers of the Center Director

a) Develop, approve strategies and development plans for the Center;

b) Prepare and implement plans: inclusive education support plans; early detection and early educational intervention plans, classification of educational needs; the Center’s educational plans; report and evaluate the results with the competent authorities;

c) Develop job placement proposals for approval by the competent authorities; manage, use, and develop the staff, teachers, staff, and workers according to legal regulations. Organize teacher, staff, and worker evaluations according to regulations;

d) Decide on the establishment, consolidation, division, separation, dissolution of the Center's organizations: appoint, dismiss, and remove heads and deputies of the Center's organizations;

e) Develop and implement the Center’s educational plans. Use textbooks and implement the local educational content as decided by the Provincial People's Committee. Manage, use, and select reference publications used in educational institutions according to regulations by the Minister of Education and Training;

f) Organize and direct the construction of a healthy, safe educational environment in the Center;

g) Participate in professional activities at the unit; self-study and improve professional skills, management capabilities. Attend political, professional, and management training courses;

Thus, the Director of the Center for support of inclusive education development has the responsibility and authority to organize the evaluation of teachers in the center according to legal regulations.

Who are the learners at the Center for support of inclusive education development in Vietnam?

Based on Article 25 of the Regulations on the Organization and Operation of the Center for support of inclusive education development issued in conjunction with Circular 20/2022/TT-BGDDT regarding learners:

Learners

  1. Learners at the Center include students who receive early educational intervention according to the approved plan, students with disabilities studying at the Center through special education methods, and learners enrolled in any training, fostering programs of the Center.

- Students who receive early educational intervention according to the approved plan,

- Students with disabilities studying at the Center through special education methods;
