Ensuring safety for children in preschool education institutions in Vietnam

According to Article 7 of Circular 45/2021/TT-BGDDT, ensuring the safety of children in preschool education institutions shall be implemented as follows:

- Integrating education for children about self-protection knowledge and skills, and preventing abuse in activities of nurturing, caring for, and educating children at preschool education institutions.

- Enhancing the education of children regarding knowledge and skills to ensure safety through experiential forms, practicing self-protection situations appropriate to the needs and ages of children.

- Providing toys, materials, and educational resources about safety assurance appropriate to the ages and local cultural contexts of children.

Coordination to ensure safety for children between preschool education institutions, families, and communities in Vietnam

According to Article 6 of Circular 45/2021/TT-BGDDT, coordination to ensure safety for children between preschool education institutions, families, and communities shall be implemented as follows:

- Mobilizing the participation of families and communities in activities to build safe schools and prevent accidents and injuries in preschool education institutions.

- Coordinating between schools, families, and communities to review and evaluate the criteria for safe schools and accident prevention; actively coordinating to remedy risk factors that cause insecurity; mobilizing the participation of related units in quality control of construction works and facilities as prescribed.

- Coordinating with local departments and agencies in guiding, inspecting, and supervising preschool education institutions to implement regulations related to building safe schools and accident prevention.

Communication activities in educating safety knowledge and skills for children in preschool education institutions in the new school year in Vietnam

According to Article 5 of Circular 45/2021/TT-BGDDT, communication activities in educating safety knowledge and skills for children in preschool education institutions in the new school year include:

Activity 1. Utilizing online connection technology platforms to communicate and raise awareness among management staff, teachers, and staff in preschool education institutions, families, and communities about building a safe educational environment; implementing solutions to control and eliminate inappropriate propaganda content.

Activity 2. Propagating and disseminating information about risks, measures, and skills to prevent accidents and injuries for children; about children's rights and legal issues related to child abuse and exploitation.

Activity 3. Propagating the responsibility of detecting, reporting, and denouncing acts of child abuse and exploitation in preschool education institutions, families, and communities; propagating the national child protection hotline number 111.

Activity 4. Setting up information channels such as suggestion boxes, hotline numbers, and other appropriate forms; facilitating the reception of information about school safety or reports of child abuse and exploitation.

Activity 5. Establishing a system to record, monitor, supervise, and report the work of building safe schools and preventing accidents and injuries; preventing and promptly intervening in acts of child abuse or exploitation.

Activity 6. Implementing a variety of forms of information exchange with parents and caregivers about the results of nurturing, caring for, and educating children; promptly informing about children's progress or difficulties at preschool education institutions.

Standards of safe for preschool education institutions in Vietnam to prevent accidents and injuries

According to Article 8 of Circular 45/2021/TT-BGDDT, a safe preschool education institution that prevents accidents and injuries must meet the following standards:

- Throughout the academic year, there are no incidents of children being abused, exploited, suffering serious accidents or injuries necessitating hospitalization or death; management staff, teachers, and employees do not exhibit uncultured behavior or violate the regulations of professional ethics; no food poisoning or widespread disease outbreaks occur at the preschool education institution.

- Results of evaluating the criteria for safe preschool education institutions to prevent accidents and injuries as prescribed in the Annex of this Circular:

+ For nurseries, kindergartens, and preschools: At least 40 criteria (including 20 mandatory criteria) are assessed as "pass".

+ For independent nursery groups, independent kindergarten classes, and independent preschool classes: At least 30 criteria (including 15 mandatory criteria) are assessed as "pass".
